Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Resource Strategy and Optimization department is looking for a Senior Manager to join the team! You will provide strategic leadership for CPG integrated talent programs that drive improvement in CPG workforce capability to ensure effective and efficient delivery of future transit projects. This role will be responsible for identifying opportunities and issues, and for developing and implementing actionable strategic recommendations that support long-term capability development within CPG.
What will I be doing?
- Provide senior functional leadership and develop strategic plans, strategies and related programs for workforce development, retention, career planning and other talent programs.
- Design and integrate competency frameworks to identify key individual performance attributes and translate their application into talent programs and processes (e.g., learning, talent assessment and engagement, performance management, recruitment) designed to help employees achieve exceptional business performance and improve CPG capabilities
- Provide leadership for development and communication of career pathways for CPG functions linking competencies and learning solutions to support the pathways.
- Lead the development and management of an effective strategy towards the implementation of Competency and Knowledge Management initiatives and the associated governance, processes and procedures, drawing on industry best practice.
- Lead and manage capability and knowledge management programs using project management methodology, monitoring activities for adherence to timelines, performance and outcomes.
- Lead development of informal learning solutions such as communities of practice, sponsorship, mentoring, networking and other social learning interventions to support the growth and development of CPG workforce.
- Build and maintain collaborative relationships with CPG’s Senior Leadership, HR Business Partners, Subject Matter Experts and Project Delivery Teams across CPG to refine the future state and scope of Competency and Knowledge Management initiatives such that they are well defined, remain relevant and objectives are achievable.
What Skills and Qualifications Do I Need?
- Completion of a degree in Engineering, Business Administration, Organizational Behaviour, Adult Education, or a related discipline or a combination of education, training and experience deemed equivalent.
- Demonstrated experience in program management or consulting within a large-scale construction/infrastructure organization or public sector with a successful track record of delivering corporate projects and/or programs and strategy for various business functions/sectors. Familiarity with the rail sector and working in a project delivery environment, leading projects is considered an asset.
- Advanced knowledge of competency-based systems and frameworks, and knowledge management best practices, as well as talent management processes.
- Certified Knowledge Manager (CKM), Certified Training Development Professional (CTDP), PROSCI Change Management Certification would be considered as assets.
- Knowledge of strategic business and workforce planning methods, principles, techniques, and practices to manage strategic business planning, budgets, data analytics, and performance reporting for the development of strategies and plans to implement and manage Capability and Knowledge Management Initiatives.
- Leadership and management skills to manage and motivate a team/unit, as well as cross-functional teams, and set high standards and clear expectations.
- Effective written, oral, presentation and interpersonal skills to articulate and present advice, options and recommendations to senior management, executives, and business clients on programs, projects and technology solutions, and to effectively negotiate towards common objectives.
- Proven ability to manage and prioritize multiple projects and work towards tight deadlines, including last-minute changes, and alignment of resources to ensure priorities are met.
- High proficiency in Microsoft Office Suite (Outlook, Excel, PowerPoint, Word, Visio, Project, Teams) and business intelligence applications (e.g. Power BI) or other relevant software.
