Fire Training Officer

Community Services Department, Orangeville Fire Services

(Full-time position, 40 hours per week in accordance with the collective agreement between the Corporation of the Town of Orangeville and the Orangeville Professional Fire Fighters Association.)

The Town of Orangeville (“Town”) has an opportunity available for the position of Fire Training Officer. This position is responsible and accountable for performing functions and duties related to the design, development, planning, maintenance, and evaluation of internal and external education and training programs and courses with an emphasis on the health and safety of staff.

Job Duties:

  • Teaching subject matter as an individual, team member or as needed; communicating training methods effectively; developing and implementing training Standard Operating Policies (“SOPs”) and Guidelines (“SOGs”).

  • Preparing (new) or revise/update (existing) training material including lesson plans, skills sheets, and training and equipment notes, documents and plans.

  • Participating in training including drills, performance evaluation drills, ongoing skills maintenance, practice, and any other mandatory training.

  • Perform the role of Lead Instructor or Training Safety Officer at specialized training (e.g. live fire evolutions, hazardous materials, above grade and below grade rescues and evolutions that involved the use of power tools.)

  • Maintaining and auditing employee training files and records through corporate reporting and records management systems, including attendance and performance records; developing annual training schedule and assigning instructors; preparing and administering the Fire training budget; ordering and stocks training related resources and materials; co-ordinating development and revision of SOPs and SOGs and administrative procedures as directed by the Fire Chief; and may assist with the Volunteer Firefighter recruitment process.

  • Supervising other certified instructors or subject matter experts; coordinating activities associated with the ongoing professional development of Firefighters, Volunteer Firefighters including new recruits and Fire officers, including but not limited to: coordinating examinations, scheduling and implementing training academies, and developing training packets; delegating training activities and lead instruction to assigned instructors; and monitoring and reporting unsatisfactory training performance of personnel.

  • Representing the Fire Service at multi-jurisdictional training events and committees; fostering and enforcing a safe training environment; maintaining high skill set through ongoing education and courses; liaising with representatives of other Town departments, other Fire Services and local, provincial and federal agencies; attend open houses, public-facing events and workshops as needed.

  • Responding to emergency scenes as an Incident Safety Officer or other roles as required by the Fire Chief, designate or Incident Commander.

  • Maintaining all fire suppressions qualifications as determined by the Fire Service. Occasionally, they may respond to emergency scenes and operate as a firefighter as directed by the fire chief or designate.

  • Other duties as assigned.

Qualifications:

  • NFPA 1001 Fire Fighter II (IFSAC or ProBoard accredited certificate or equivalency accepted by the OFM)

  • NFPA 1021 Fire Officer I (IFSAC or ProBoard accredited certificate or equivalency accepted by the OFM)

  • NFPA 1041 Fire and Emergency Services Instructor II (IFSAC or ProBoard accredited certificate or equivalency accepted by the OFM)

  • NFPA 1521 Fire Department Safety Officer, (IFSAC or ProBoard accredited certificate) or ability to complete within six months of hire

  • NFPA 1006 Technical Rescue disciplines - Experience and/or Certification preferred

  • Valid DZ Driver’s License with clean driver’s abstract

  • Current Red Cross First Responder certification (within 3 years) including CPR-Basic Life Support (BLS) (current within 1 year) ) or equivalent.

  • Current (or recent, within 1 year) experience as a structural firefighter and/or training officer in a municipal, provincial, federal fire service (including airport firefighting) or industrial fire brigade or post-secondary institution with a minimum of five (5) years of structural firefighting experience.

  • Demonstrated leadership, management and team-building skills to effectively coach, motivate and direct the work of others; planning, forecasting, and financial/budget management skills; knowledge and understanding of information/records management principles and techniques; and proficiency using word processing, spreadsheet, and database software packages.

  • Knowledge of effective performance management and training and development techniques; ability to interpret and apply collective agreement; well-developed communication, facilitation, and public relations skills to build relationships within the corporation and community.

  • Ability to solve problems beyond conventional methods, champion and manage change, gain the co-operation of others, and build confidence among peers and the community; creative/innovative focus on service delivery, respect for the diversity of opinions and perspectives, comfortable with a high level of ambiguity and constantly changing priorities.

  • Maintain a thorough and current knowledge of modern fire ground safety, tactics and techniques, technical rescue competencies and emergency medical best practices.

  • Knowledge of and experience with Fire Protection and Prevention Act, Occupational Health and Safety Act, Ministry of Labour related legislation, Transportation of Dangerous Goods Act, National Fire Protection Association, Ontario Fire Code and the Ontario Building Code and related regulations.

  • Knowledge of modern firefighting and emergency response methods and equipment, demonstrated background in fire technology and adult education, thorough knowledge of the current trends relating to the administration of firefighting and training activities, and thorough knowledge of safety precautions used in firefighting.

The successful candidate may be required to complete a medical and physical screening to determine fitness to carry out the duties required for the position prior to a job offer being made. Applicants will be responsible for any costs incurred.

Salary: In accordance with the collective agreement between the Corporation of the Town of Orangeville and the Orangeville Professional Firefighters Association. Currently $124,127.35 (116% of 1st Class Firefighter) (based on 2023, currently under review).
