About the role
Responsibilities:
- Providing leadership, guidance and support to the project team and subject matter experts; creates and maintains all models/artifacts/diagrams as it relates to establishing a solution
- Update, develop and validate all required solution architecture models/artifacts, documents and materials (according to industry best practices, GO-ITS standards and OPS EA guidelines using the appropriate version)
- Collaborates with cluster staff, project teams, ministry Subject Matter Expert (SME) and other OPS partners/service providers to ensure architecture alignment
- Develops artifacts leveraging cluster/ministry tools and model repository (e.g. PowerDesigner, DevOps)
- Identify issues and risks to be managed or addressed, and assist the project team or ministry to facilitate mitigation
- Arrange and facilitate validation sessions
- Develop/revise solution architecture artifacts according to cluster and corporate guidance
- Participate in review and information-sharing meetings
- Support Agile Enterprise Architecture (EA) delivery during the project
- Develop reference architecture artifacts/models/patterns to enable shared use for future clients
- Arrange and facilitate Enterprise Architecture (EA) meetings with cluster staff, subject matter experts, and other stakeholders as required
- Support the process of acquiring cluster and corporate approvals, such as Project Gating, LRC cluster governance processes, and corporate architecture governance points (AGP)
- Provide status updates to both the project team and the Enterprise Architecture unit
- Provide transfer of knowledge and project deliverables to identified cluster staff
- Adhere to all OPS GO-ITS Standards, specifically GO-ITS 200PRS Ontario Public Service Enterprise Architecture Governance Requirements and others as required
- Revise architectures per action and/or conditions arising from LRC's governance body (Project Gating Review Committee) and Corporate EA Governance review bodies as required
- Utilize, reuse, and incorporate OPS Reference Architectures into the project architectures
- Ensure alignment with any other related and relevant business materials
Skills
Experience and Skill Set Requirements
- Knowledge and experience with a wide range of methods, techniques and tools for business architecture such as, but not limited to: business functional modeling, service lifecycle modeling, business event modeling, business process mapping, value chain analysis, and other related disciplines
- 10+ years of experience successfully completing solution architectures in government settings or similar complex, multi-project/multi-client organizations
- Good understanding of diverse business environments, especially government and compliance/regulatory functions
- Proven ability to identify and analyze business requirements
- Knowledge and experience of information technology, providing the ability to integrate and identify IT-enabled opportunities to solve business pressures/needs
- Excellent communication, facilitation, negotiation, consensus-building, and problem-solving skills
- Demonstrated commitment and proven ability with effective stakeholder management
- Experience as a business architect, who has successfully modelled the business at the enterprise and/or core business levels for medium to large organizations
- Experience as a solution/application architect who has successfully modelled solution requirements, design and components for enterprise-scale COTS solutions, Oracle Siebel preferred
- Experience in developing enterprise architecture deliverables/artifacts (e.g. models)
- Knowledge of Zachman Framework, including business / information / application / technology / security architectures
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
Knowledge Transfer Requirements
- Knowledge transfer is expected to occur throughout the duration of the assignment through regular meetings, touchpoints, and working sessions with LRC staff
- All design, development, artifacts, and source code, including all relevant and complete documents, must be transferred to the ministry in the designated repositories provided
- Dedicated knowledge transfer sessions will be scheduled to ensure completeness of knowledge transfer and all documentation is shared, and allow LRC staff to ask clarification and/or follow-up questions
Evaluation Criteria:
Application/Solution Architecture – 60%
- Depth of knowledge in enterprise architecture domains including business, information, application, technology, and security architecture. Proficiency in architecture frameworks and standards such as TOGAF or Zachman. Ability to design, integrate, and optimize solution architectures with strong technical problem-solving skills
- Demonstrated experience in delivering complex IT solutions and applications, managing systems integrations, and resolving technical and architectural issues. Proven track record in applying architecture best practices and methodologies
- Hands on demonstrated experience developing all required application architecture artefacts
- Hands on demonstrated experience leading all aspects of solution design, including security and privacy
- Experience architecting enterprise-scale COTS / SaaS solutions such as Azure Cloud
- Hands-on experience creating architecture artifacts, models and/or reports using PowerDesigner, or Visio, or other tools
Enterprise Architecture Leadership and Methodologies – 20%
- Demonstrated knowledge of and experience in leading and delivering solution Architecture projects
