ABOUT THE ROLE

From April 1 2026, pay rate increases to $52.42 - 56.98

Reporting to Program Manager, Service Quality and Implementation is responsible for coordinating and facilitating key projects, services and initiatives between other Branch Business Units and Water and Wastewater Operations; providing direct support to management in technical and compliance areas by developing and implementing programs, policies and procedures that pertain exclusively to the branch; analyzing and preparing reports; and providing operations field support.

WHAT YOU'LL BE DOING

  • Monitors contracted operations and maintenance work.
  • Coordinates and implements water and wastewater operational projects for implementation.
  • Coordinates procurement of operational equipment and service delivery.
  • Reviews and analyses contracts, technical and compliance reports, and supporting documentation to ensure that documents are completed in accordance with operational requirements, regulatory compliance and Regional standards.
  • Assists in technical and compliance related issues.
  • Identifies and prepares business case analysis for upgrades and improvements of operational facilities, equipment and process.
  • Prepares and reviews proposals, quotes and tendering of contracts, specific to the branch.
  • Assists with the development of technical standards and policies and new ISO and DWQMS policies and procedures for Operations and coordinates with Operations staff.
  • Liaises with external contacts such as consultants, other municipalities, government, and non-government agencies and the public to disseminate information/data, gather additional data or communicate Operations goals and objectives.
  • Participates on committees, meetings, work groups, task forces and projects as assigned.
  • Performs other duties, as assigned, in accordance with Branch and Department objectives.

WHAT WE'RE LOOKING FOR

  • Successful completion of a three (3) year Community College Diploma in Civil Engineering Technology, Engineering, Environmental Science, or approved equivalent combination of education and experience.
  • Minimum three (3) years’ experience in water and wastewater project delivery and operations.
  • Knowledge of relevant legislation, guidelines, procedures, standards and regulations (e.g. Safe Drinking-Water Act and Regulations, Ontario Water Resources Act and Regulations, Canadian Standards Association, Technical Standards and Safety Authority, etc.).
  • Knowledge of the Region’s purchasing bylaw procedures and requirements for contracting services.
  • Knowledge of water and wastewater operations, municipal water supply and wastewater collection operating procedures, water and wastewater treatment processes and quality standards and contract management of operations related to goods and services.
  • Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership.
