About the role

The Finance and Administration Division provides support to the other Divisions related to administration, budget preparation, accounts processing, financial control, financial analysis and continuous improvement. The Accounting and Administrative Services Branch provides the administrative and accounting support for the Department.

Under the supervision of the Financial Analyst, the Accounts Payable Clerk is responsible for processing current operating and capital invoices for payments in accordance with City policies and applicable legislation, identifying and processing correcting entries, ensuring invoices are properly matched to purchase orders and goods/services received, maintaining a tracking system for paid and unpaid invoices, responding to inquiries regarding the status of invoices, preparing requests for the set-up of new vendors. As well as assisting with journal entries and balancing, reconciling and reporting functions.

In addition, the Clerk B when required is to prepare invoices for customers of Transit service and/or cost recoveries, as well as disburse petty cash to departments employees for reimbursement and other related duties in order to provide financial support for the Branch.

This position needs to perform with a high level of accuracy, organizational skills and adherence to deadlines to ensure invoices and applicable taxes are appropriately assessed, approved and correctly paid.

This position also provides cross-coverage for other clerical positions including in the payroll area, processes departmental p-card statements and manages the departmental i-phone administrative process.

Your education and qualifications include:

  • High School diploma.

  • Additional relevant business courses, such as; Accounting, Bookkeeping and Business Communications etc. An equivalent combination of education, training and experience may be considered.

  • Two (2) years of general office experience with a minimum of one-year experience in invoicing, or accounting.

  • Data entry experience including the ability to pay attention to detail and maintain a high degree of accuracy.

  • Demonstrated ability to control and balance various accounting records and summaries

  • Experience using Microsoft Excel (Intermediate level), Word, Adobe Acrobat and Outlook.

  • Demonstrated ability to operate a personal computer in a Windows environment

  • Working knowledge of basic accounting procedures and principles.

  • Excellent organization and time management skills with the ability to co-ordinate and prioritize work to effectively accomplish duties within defined time frames.

  • Ability to work efficiently, exercising sound judgement, under minimum supervision.

  • Ability to identify and resolve problems in accordance with established workplace policies and procedures.

  • Interpersonal skills with the ability to establish and maintain effective working relationships with agents, partner organizations and co-workers in accordance with the Respectful Workplace Standard.

  • Effective verbal communication skills.

  • Effective written communication skills.

  • Knowledge of the City of Winnipeg’s PeopleSoft system specifically Accounts Payable, Purchasing, and General Ledger or ability to obtain same within (6) six months.
