About the role
The CSC Support Services Engineering Project Manager (EPM) will lead a multi-disciplinary team to develop and execute all work under the CSC Combat Management System (CMS) Support Services program, including the overall coordination of technical work at the Land Based Test Facility (LBTF) as well as other related work needed to establish an in-country Aegis support capability within Canada. The EPM is the primary technical leader on the CMS Support Service program, and, together with the Program Manager, is responsible for ensuring successful execution on the program. The key activities this role will be responsible for are as follows:
- Oversee the activation and operation of the LBTF including the Combat Management System (CMS) and Operating Environment (OE), and interface/integration with other subsystems with focus on establishing the technical support organization with adequate skills and processes to execute the work.
- Lead the establishment of an Aegis support organization within Lockheed Martin Canada that leverages best practices of past Aegis programs within other countries such as Australia and Japan
- Working closely with the customer, oversee the establishment of an integration and test program that encompasses both Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) equipment within the River Class Combat System (RCCS). The integration and test program will focus on both shore-based trials at the LBTF as well as the shipboard path through Combat System Qualification Tests (CSQTS) and Operational Test and Evaluation (OT&E) phases of the River Class Destroyers (RCDs)
- Participate in Foreign Military Sale (FMS) Working Group meeting in support of collaboratively developing an all-inclusive Combat System Integration & Test program
- Provides timely and accurate resource requirements (people/skills, tools, infrastructure) to lead in concert with program engineering discipline leads
- Works with first- and second-line functional leaders to identify program team staffing
- Provides E&T program team recognition and stakeholder performance feedback
- Supports mentoring and career development of program team
- Proactively communicates with all constituents
- Accountable for overall Engineering & Technical (E&T) technical, cost, and schedule performance on the CMS Support Services program
- Member of the Program Integration Team (PIT) and key E&T interface with Program Management and the customer for all technical leadership items
- Ensures E&T functional stakeholder engagement in program oversight and cost estimating review/approvals
- Monitors program performance including earned value management and technical progress measures
- Ensures technical and programmatic risks and dependencies are identified, managed and appropriately elevated
What you bring to the role
- Bachelor’s degree or Diploma from an accredited university in an engineering discipline and 5+ years’ experience in a Naval Combat System or related field, or, a Master’s degree in an engineering discipline and 2+ years experience in a Naval Combat System or related field
- Experience leading a multi-disciplinary team
- Must be willing to support schedule including evenings and weekends, as required
- Must have an aptitude for solving challenging problems in a team environment
- Must have a high degree of initiative and autonomy
- Must have experience working extensively with Customers on a daily basis
- Must be able to obtain NATO Secret security clearance
Additional skills desired for the role
- Experience with Naval Combat Systems integration is considered an asset
- Experience with IBM DOORS is considered an asset
- Experience with Dassault/No Magic Cameo is considered an asset
- Experience with Agile Scrum methodology is considered an asset
- Experience with software development and test is considered an asset
- Familiarity with Microsoft Office suite including Project is considered an asset
- Experience as a Control Account Manager (CAM) is considered an asset
