About Us

Ministry of Finance oversees taxation, revenue and government spending. The Ministry supports the Treasury Board and Minister of Finance by providing financial and administrative services and leadership to government ministries, agencies and the public.

Revenue Division administers and enforces consumption and other taxes that generate approximately $5B in revenue for the Government of Saskatchewan each year. Taxes include provincial sales tax, tobacco tax, vapor products tax, fuel tax, liquor consumption tax, and others.

The Opportunity

Revenue Division is seeking a highly skilled and motivated individual to fill the key role of Manager, Intelligence, Selection & Analytics

This opportunity will appeal to a professional, innovative and energetic individual with excellent analytical, interpersonal and communication skills. This position will provide effective leadership to an area critical to the province’s consumption tax system, and work collaboratively with the various tax programs administered by the division, other government agencies, and external stakeholders in pursuing Saskatchewan tax revenue objectives.

Reporting to the Director, you will lead and manage the Business Intelligence & Selection team. As the Manager, Intelligence, Selection & Analytics, your responsibilities will include:

  • Developing, implementing, monitoring and continuously improving risk-based business intelligence and selection activities that serve the various tax programs administered by Revenue Division, including Audit, Compliance, Collections, Investigations and the Non-Compliance Response Team.
  • Conducting trend analysis and measuring the effectiveness of the risk scoring model against compliance outcomes; and recommending, developing and implementing solutions based on the outcome of the analysis.
  • Contributing to strategic planning including the development of tax compliance plans, branch plans, programs, and other initiatives.
  • Providing values-based leadership and effective management to a high-performing, multi-disciplinary team; fully responsible for operational planning and carrying out the full range of human resource activities.
  • Collaborating and building effective working relationships with other units across the division, other government agencies, and external stakeholders to ensure program delivery meets objectives and is efficient and effective.
  • Identifying emerging risks and trends of non-compliance; developing and implementing innovative risk assessment policies and procedures to respond to evolving tax program requirements and macro-economic conditions in a manner that positively impacts compliance behavior.
  • Reporting on business intelligence and selection activities and effectiveness through the development and maintenance of key performance indicators.

You will be responsible for delivering your own work, as well as the work of others for whom you are responsible.

Ideal Candidate

The ideal candidate will be an experienced professional who has:

  • Strong leadership and human resource management skills with the ability to lead a team in a dynamic and technical work environment.
  • Ability to build a positive organizational culture by creating an environment of trust, equity and psychological safety through demonstration of personal integrity and adherence to Government of Saskatchewan core values and commitment to excellence.
  • In-depth knowledge of consumption taxation programs and policies and application across all industries and tax statutes.
  • In-depth knowledge of data analysis, risk analysis and selection techniques and the ability to conduct trend analysis to measure the effectiveness of selection parameters and recommend, develop and implement solutions as required.
  • In-depth knowledge of risk assessment practices and procedures and the ability to identify, develop and implement risk assessment programs, policies and procedures for new and existing compliance programs and other initiatives.
  • In-depth knowledge of data sourcing, data gathering frameworks, database development principles, data management and security and the ability to develop, implement, deliver and continuously improve data-based infrastructure and technical systems.
  • Program design, development, implementation and continuous improvement experience.
  • History of driving innovation, developing new approaches and responsible risk-taking.
  • Strong interpersonal and communication skills; and
  • Ability to understand and integrate diverse perspectives and competing interests to achieve the best possible outcome.

Typically, the knowledge and experience required to achieve the above is acquired through:

  • A combination of formal education in business administration, such as a bachelor's degree in a relevant field, combined with work experience in a similar role.
  • Knowledge of taxation and associated risk assessment and compliance mechanisms, including current compliance trends and challenges.
  • Experience using a variety of computer software applications such as Microsoft Office Suite (Word, Excel, Access, PowerPoint and Outlook), as well as specialized data analysis tools like ACL and SQL;
  • An equivalent combination of education and experience.
