Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Project Delivery and Integration team is looking for Manager, Signalling to join the team to lead the delivery of the Lakeshore West Resignalling and ETCS L2 project. You will lead and provide overall management of critical work packages from concept to completion ensuring completion on time and within the approved budget. 

 

What will I be doing?

  • Lead the delivery of signalling work packages throughout all phases of the project lifecycle, from concept through design, installation, testing, commissioning and project closeout

  • Manage project scope, schedule, budget, quality, safety and risk to ensure successful project delivery within approved objectives

  • Provide leadership and oversight to contractors, consultants and suppliers to achieve project milestones and contractual deliverables.

  • Monitor project performance, identify emerging issues and risks, and implement corrective actions to maintain project objectives.

  • Ensure compliance with rail safety legislation, industry standards and project governance.

  • Support the planning and execution of Installation, testing, commissioning, operational readiness and project handover activities.

  • Promote continuous improvement, innovation and best practices while fostering a strong culture of safety, collaboration and accountability across the project team.

  • Undertake occasional site visits to support project delivery, monitor progress, and engage with project teams and stakeholders.

  • Prepare and present project updates and reports for senior leadership. 

  • Manage stakeholder interfaces throughout the project lifecycle, ensuring timely resolution and incorporation of review comments.

  • Drive the integration of all disciplines supporting the design and execution of the work.

  • Coordinate multidisciplinary interfaces including track, civil, electrification and operations.

 

What Skills and Qualifications Do I Need?

  • Completion of a degree in Applied Science, Engineering, Business or a related discipline or a combination of education, training and experience deemed equivalent. 

    • Demonstrated experience providing comprehensive engineering and project management services associated with the planning, design, and construction of transit facilities, station infrastructure, and related works.  Previous experience includes leading a team of technical professionals.

    • Extensive experience delivering major rail infrastructure or rail systems projects.

    • Knowledge of railway corridor infrastructure and related construction projects.

    • Knowledge of railway signalling standards and safety assurance processes is a strong asset. 

    • Knowledge of applicable laws, standards and regulations pertaining to railroad and transit signal systems and grade crossing warning systems.

    • Project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams, monitor project activities for adherence to timelines, budgets, and project performance objectives. PRINCE2 or PMP designation would be an asset. 

    • Proven experience managing project programmes, budgets, contracts, risk and resources to deliver successful outcomes.

    • Experience with ETCS, CBTC, or Conventional signalling systems would be considered an asset. 

    • Problem solving skills to analyze issues and provide solutions during the project lifecycle.

    • Strong influencing and stakeholder management skills, with the ability to build effective working relationships, negotiate effectively, and collaborate with a range of internal and external stakeholders.

  • Interpersonal and oral/written/presentation skills to present complex and/or new ideas with clarity and simplicity to liaise with all levels within the organization  

  • Strong knowledge of project management principles and rail delivery practices.

  • Experience leading multidisciplinary teams and managing multiple stakeholder interfaces.

  • Strong communication, collaboration, and problem-solving skills
