Reporting to the Director of Policy, Planning, and FPT Relations, the Policy Analyst and Planner will provide expert advice in policy analysis, development, planning, and implementation to the Director of Policy, Planning, and FPT Relations. The position provides expert analysis of issues, programs and trends in health care, advice on current policy and legislation, and direction related to policy planning and development based on the best available research and practice.

Duties will include but are not limited to:

  • Provide advice, assistance and direct support to Directors and their management teams in the analysis and development of plans and policies;
  • Provide quality advice and assistance on policy matters to the Deputy Minister and departmental Directors supported by a review of FPT policy directions and initiatives;
  • Draft and interpret planning documents;
  • Deliver presentations and education to Directors and managers to explain the planning process, roles and responsibilities within the planning process, and expectations;
  • Provide consultation and facilitation support to assist Directors in their planning processes;
  • Provincial policy, service delivery, budgetary, and human resources considerations;
  • Conduct research and analysis of issues / trends of relevance to the department, including monitoring of media sources, federal / provincial announcements, and other public information;
  • Analyze and evaluate the impact of federal/provincial policy options in relation to PEI, including the development of recommendations for the Province's position and implementation processes;
  • Facilitate / coordinate departmental teams in the review of selected programs / services with a view to ensuring they are effective, sustainable, accountable and relevant;
  • Facilitate and coordinate departmental strategic / operational planning processes in collaboration with the Strategic Initiatives unit;
  • Develop evaluation frameworks, including objectives and methodologies, coordinate evaluation initiatives, and publish results & recommendations;
  • Coordinate the development and publication of the department's Annual Report in accordance with Treasury Board Policy & Procedures regarding accountability;
  • Develop effective public information / communication materials to report on departmental goals, priority areas, policy direction, and results; and
  • Develop presentation materials on departmental initiatives for Executive Council, Strategic Planning Committee, government caucus, etc.
  • Other duties as required.

Minimum Qualifications:

  • Must possess a degree in a related area, preferably at a Master's level (e.g. Health Policy, Health Management, Public Policy, Public Administration, Social Policy, Social Sciences, the Humanities, Business, other related);
  • Demonstrated equivalences will be considered.
  • Experience in public policy research and development, ideally with experience in health policy; planning, evaluation, research methods
  • Considerable knowledge of provincial, regional, national and international health and health service delivery issues, and the implications for Prince Edward Island;
  • Considerable knowledge of the workings of government, the provincial health and social services system, and health system programs, services, policies and procedures;
  • Considerable skills in facilitation, consensus building and consultation;
  • Experience in conducting research and analysis, and devising policy options and recommendations in respect of findings;
  • Experience in formulating and presenting policy analysis and advice to senior management; managing projects;
  • Experience managing the development of briefing materials, presentations or policy documents for Ministers and/or senior management;
  • Experience representing a department/agency's interests with other departments or central agencies; communicating and consulting with partners and/or stakeholders on initiatives;
  • The successful applicant must provide a satisfactory Criminal Record Check prior to beginning employment.

Other Qualifications:

  • Master's level degree in health, social science or public administration is an asset.
  • Advanced reading and writing skills in French would be an asset.
  • Additional relevant education and experience will be considered an asset.
