The CAO is a delegated administrative authority that supports condo living and enhances consumer protection by providing services and resources that reach all condo communities across Ontario. We are accountable to the government through and Administrative Agreement with the Minister of Public and Business Service Delivery and Procurement. The seven-member board of directors provide strategic guidance and oversight of the organization.

Role Purpose

The Technical Business Analyst serves as a strategic bridge between CAO’s business units and IT, ensuring digital solutions are optimized to deliver measurable business outcomes. This role involves gathering and analyzing requirements, assessing risks and impacts, and shaping technology-enabled solutions. The Analyst partners with stakeholders to improve business processes, enhance user experience, and maintain system integrity while ensuring compliance with data governance and cybersecurity standards.

Main Roles & Responsibilities

Business Analysis & Solution Design

  • Collaborate with business stakeholders and development teams to translate needs into well-defined requirements, features, and acceptance criteria.
  • Conduct business process reviews, gap analyses, and impact assessments to identify optimization opportunities.
  • Develop user journeys, process flows, and personas to ensure user-centered solution design.
  • Maintain detailed business and system documentation across all CAO applications `
  • Partner with cybersecurity and compliance teams to ensure all solutions align with governance, privacy, and security frameworks.

Data Analysis & Insights

  • Perform qualitative and quantitative data analysis to identify trends, risks, and improvement opportunities.
  • Create oversight and performance reports, dashboards, and KPIs using tools such as Power BI and Excel.
  • Provide actionable, data-driven insights to support decision-making by executives and business leaders.

Testing & Quality Assurance

  • Define and execute functional test cases, ensuring all requirements are traceable and validated.
  • Coordinate User Acceptance Testing (UAT) with stakeholders, guiding them through execution and documentation.
  • Work closely with development teams to validate solutions, plugins, and integrations function as designed.

Functional Support & Continuous Improvement

  • Provide Level 2 support for CRM and integrated systems, conducting root-cause analysis and escalating to Level 3 where needed.

  • Recommend automation and AI-enabled opportunities to improve efficiency and accuracy.

  • Support the business with ongoing process optimization and technology adoption initiatives.

  • Facilitate User Acceptance Testing (UAT) and create functional test cases to ensure system quality and performance.

  • Help verify Acceptance Criteria (AC) to ensure functional items work as intended.

  • Facilitate continuous improvement by identifying gaps or issues during sprint retrospectives and proposing actionable solutions.

Project Management & Collaboration

  • Lead small-to-medium cross-functional projects; contribute to larger initiatives under project leads.

  • Coordinate vendors and contractors to ensure compliance with deliverables and service-level agreements.

  • Maintain accountability for system change documentation, accuracy, and central storage.

  • Participate in Sprint Reviews to validate completed work and gather stakeholder feedback.

Stakeholder Engagement & Change Enablement

  • Facilitate workshops and requirements sessions with diverse stakeholders across CAO.

  • Support adoption of new systems and features through training, documentation, and onboarding support.

  • Act as a trusted advisor, clearly communicating benefits of process re-engineering and technology-driven change.

Qualifications & Skills

  • Bachelor’s degree in Business, IT, or related discipline (or equivalent experience).

  • 3–5 years of experience in a Business Analyst, Technical Analyst, or related IT/business hybrid role.

  • Strong knowledge of relational databases, CRM systems, and system integrations, and custom software development.

  • Experience supporting product strategy, backlog prioritization, and product roadmap planning.

  • Ability to collaborate on user flows, wireframes, and prototypes with product managers and designers.

  • Hands-on experience with Agile methodologies (Scrum/Kanban), writing PBIs, epics/features, and acceptance criteria.

  • Proficiency with data analysis and visualization tools (Excel, Power BI, SQL).

  • Strong analytical, problem-solving, and communication skills, with the ability to influence stakeholders.

  • Familiarity with cybersecurity, compliance, and data governance best practices.

  • Experience identifying opportunities for process automation and emerging technologies (e.g., AI, RPA).
