Project Manager
Reporting to the Manager of Maintenance Operations and Fleet Services, the successful applicant will be the primary technical support to the Manager and all 5 District Maintenance Operations Depots including the Fleet Services and Training divisions.
The incumbent will:
• Oversee and coordinate all major tenders, registries and contracts for the Maintenance Operations division
• Oversee the utility locate program for the Region's Maintenance Operations division and act as the Region's representative and contact for ON1Call agreements and reporting
• Research and develop forward thinking strategies for the advancement of new software and technologies to promote efficiencies, use of alternative fuels and increased recycled materials in various construction and maintenance activities
• Standardize procedures and processes for contract administration and specifications
• Supervise, develop and coach assigned staff
• Assist in the development, validation and coordination of the 10-year Capital Budget Forecasts and Operating budgets
• Identify and monitor funding requirements, schedules and financial feasibility of projects
• Present information and answer questions at public meetings, committees, media, etc.
• Respond to inquiries and resolve concerns from the public and outside stakeholders with solutions which comply with Regional Policies
• Prepare Committee/Council reports and recommendations
• Liaise with other divisions, departments and outside agencies
• Seek improvements in services, revise programs and recommend changes in policies
• Interact with management and union representatives to ensure efficient and effective operations
The successful applicant will possess:
• A three-year post-secondary diploma in a related engineering discipline with additional certificates and advanced training in public works administration and municipal maintenance operations or equivalent combination of education and work experience
• Professional Engineer and/or Certified Engineering Technologist (C.E.T) or Certified Entineering Technician (C. Tech) status in the Province of Ontario in good standing
• Extensive work-related experience with procedures, programs and policies associated with maintenance activities pertaining to roads, bridges, water, storm and sewage systems, fleet services, utility locates, motor vehicle operator program and Ministry of Transportation driver licensing programs
• Extensive specification writing, contract law and procurement experience
• Several years of work-related experience in Maintenance Operations and/or Construction fields in a supervisory role, responsible for employee/labour relations
• Knowledge and understanding of MTO Traffic and Design Manual, maintenance operations quality and performance standards, Provincial maintenance standards, Plumbing Codes, Union Contracts, Design Guidelines, Region of Durham Water and Sewer By-Laws, Clean Water Act, Safe Drinking Water Act, Ontario Provincial Standards, Construction Lien Act and the Occupational Health and Safety Act.
• Experience working with Microsoft Office software, PeopleSoft FIMS and HCM, Geotab, Workforce and IBM Maximo software applications.
• Excellent verbal and written communication skills, leadership, public relations, influential, interpersonal, problem solving, conflict resolution, management and organizational skills
• A valid Ontario Class G Driver's Licence
• A Project Management Professional (PMP) designation is considered an asset.
• A Bachelor of Science Degree (BSc) in Civil or Municipal Engineering would be an asset.
Management & Exempt Salary
Grade 6 - Salary: $105,411 to $131,764 per annum
