The Department of Municipal and Northern Relations is looking for a qualified candidate to fill the position of Assessment Clerk (CL4) located in Souris MB (Brandon may be available as an alternate headquarters, depending on operational needs). The Department of Municipal and Northern Relations works with municipal partners to build strong and healthy communities. This includes building municipal capacity, supporting and improving community development, planning and permitting, and strengthening collaboration and shared solutions with municipalities.

Conditions of Employment:

  • Must be legally entitled to work in Canada

  • Must be able to provide and maintain a satisfactory Criminal Record Check.

  • Must possess and maintain a valid Manitoba class 5 full driver's licence.

Qualifications:

Essential:

  • Experience providing clerical and administrative support
  • Experience reading legal descriptions, survey and/or subdivision plans
  • Experience working with database systems, including data entry for updating and maintaining file information
  • Proficiency with Microsoft Office Suite (Word, Excel and Outlook) or similar software programs
  • Strong interpersonal skills for developing and maintaining positive working relationships with the public and staff
  • Effective verbal communication skills for dealing effectively with the public and staff by phone and in person
  • Excellent written communication skills including experience preparing letters and other types of written documents
  • Ability to work independently with minimal supervision
  • Strong organizational and time management skills with the ability to meet strict deadlines
  • Experience processing and analyzing documents with a high degree of accuracy and attention to detail
  • Proficiency with mathematical concepts and calculations

Desired:

  • Understanding of Manitoba Land Titles and ownership interests, including experience searching titles at the Property Registry
  • Knowledge of property assessment services including policy, taxation and applicable statute law

Duties:

The Assessment Clerk provides clerical support to the Souris and Brandon District Assessment program and processes owner, address, property characteristic and jurisdictional changes in assessment and tax databases. The incumbent ensures that the appropriate tax class and liability is applied to new owners of property and trains new assessment staff, including assessors, on matters pertaining to the processing of assessment data, assessment and tax cycles and associated computer applications.
