About the role

  • (Internal Title-Project Management V)

    • The Senior Manager of Rail Access Planning will provide senior leadership to a rapidly growing team responsible for the Integrated Delivery Planning Centre (IDPC) OR Integrated Delivery Planning Centre (IPDC) OR Integrated Planning and Delivery Centre (IPDC) and short-term rail access planning teams to align with our newly formed EAS standards, disruptive calendar and commercial requirements for all of client rail networks
    • This individual will be responsible for the creation and introductions of new safety measures process and procedure for suppliers and delivery teams DT (SSOW and DWWP) to promote a more efficient, productive and safer working environment, for our contractor, while protecting the on-track performance and Customer satisfaction CSAT. The role focuses will focus on in leading the team on in resolving project to project access conflicts challenges, and concerns, all relative prioritization issues related to access and deployment within client and its partners. liaising with Spearheads the short-term planning teams, senior management, delivery leads and all other areas of Capital Projects Group (CPG) in the coordination of construction activities utilizing T-minus schedules to ensure proper execution of the long-term contractual plans (Engineering Access Statement EAS)
    • Managing and overseeing of the skills and observations of a team of Production specialists that monitor production productivity and efficiency levels, safety and deficiencies during construction activities on or near the rail corridor as they are occurring. Support the IPDC team, which provides direction and decision-making to all CPG project activities that are occurring in real time, supporting Network Operations Control (NOC) and all its functions
    • Provides guidance to the rail access planning T team in the permission approval and oversight of all non-rail movement rail access activities on the corridors, ensuring that client has widespread corporate knowledge of all interventions to client-owned corridors
    • Works closely with the rail corridor access team on behalf of CPG, to prioritize pre-filtered requests for access to the corridor for construction purposes
    • Gives guidance in optimizing the R rail C corridor A access activities to ensure the impact to on customer service is minimized, while balancing priority work on various corridors to enable the implementation of GO Expansion and Regional Express Rail programs
    • Provides oversight for long-term planning through a team that plans operational rail access around pre-filtered corridor access requests and designs the access event to facilitate maximum productivity for the requesting group, coordinating with other similarly timed access requests to minimize network disruption. This group will highlight and address any project-to-project conflict issues that arise based on the vast number of projects being conducted in the network
    • Commercial Contracts: Review and provide support to the Rail Corridor Access portion of all agreements with commercial and process for accessing client Rail Corridors. Develop and proposed access opportunities required to perform works. This includes the development of the access regime for all contracts network wide
    • Long Term Planning: This group plans and designs operational rail access around pre-filtered corridor access requests and designs the access event in a way to facilitate maximum productivity for the requesting group, coordination with other similarly timed access requests in an effort to minimize the network disruption. This group will highlight and address any project-to-project conflict issues that arise based on the vast number of projects being conducted in the network.
    • OnCorr: Responsible for ensuring that the language within the OnCorr contracts is align related to Network access as represents within the long-term plan and to allow client to implement the planned to reduce any risks as we transition and project to project conflicts
    • Flagging: This group is responsible for long term planning of resources to support all programs to specific work events. The team also allocates the best protection of works with the resources available for maximum productivity and safe operations of the network
    • Work Plans: This group reviews and compares the work plans for upcoming events against the schedule and operations to ensure limited impact to both customers and operations all while facilitating maximum productivity
    • Work Block Design group. This group plans and designs operational rail access around pre-filtered corridor access requests and designs the access event in a way to facilitate maximum productivity for the requesting group, coordination with other similarly timed access requests, in an effort to minimize the network disruption
    • Work Block Production Field Supervision: This group is responsible for monitoring work activities in the field for compliance to the work block design, and safety compliance to CROR regulations and best practices, with a mandate to help maximize the safe productivity of work being done on the network
    • NOC Rail Corridor Access Control Centre Coordination: This group is responsible for being the 24 by 7 point of contact within the Control Centre to monitor, communicate and share information on the progress of work blocks. Respond to real time work block challenges from the context of the Control Centre, and to coordinate activities required with managing the train service around the work activities. Ensuring the business is protected and ready for revenue service
    • Directly supports the achievement of key strategic business objectives for the delivery integration department and provides regular performance updates against the established Key Performance Indicators (KPIs) for the rail access planning team, RCACCPG
    • Implements a safety leadership program and improves safety
    • Leads the IDPC team in the creation and implementation of new ways of working to increase productivity, prioritization and efficiency of on-site access and will provide support for real time decision making
    • Leads the team in the upkeep of the IDPC and facilitates senior-level meetings
    • Leads the liaison with other rail operations groups (e.g. fleet maintenance, facilities & bus operations), stakeholders rail corridor maintenance groups (e.g. tracks and signals), and rail service design to adapt planning and performance to meet the needs of the broader organization
    • Works closely with the integrated rail corridor access teams, which includes team members from CPG
    • Works closely with the Capital Projects group CPG to understand the nature, significance, and priority of various Rail Corridor Access activities, in order to facilitate the optimal corridor access activities in real-time.
    • Assists in the updating and coordination of the IDPC and the associated Senior Meetings. Assists in delivery of workstreams agreed by the IDPC groups and Interline Liaison
    • Leads the group responsible for safe Form Y, DOB, GBO best practices, or Locally Controlled Interlocking best practices within USRC (until the resignalling is complete), or any newly introduced methods of control
    • Leads contract management and drives performance of the various Train Movement Vendors, including but not limited to TTR, CN, CP, Rail term
    • Leads the CPG element in the gathering of information to assist the Operations and Safety division’s rail corridor access and control (RCAC) team with the ongoing relationship role in the relationship management with Canadian National Railway (CN) and Canadian Pacific Railway (CP), to manage project to project A access conflicts, where client-owned rail corridors transition to CN or CP-owned territory.
    • Develops and implements business continuity planning for RCAC to maximize safety and minimize delays
    • Directs vendors in performance monitoring, cost control, application of contractual penalties and bonuses access planning to ensure an efficient and safe access strategy
    • Communicates ions with Responsible for the application of the Safety Management System and promoting a safety culture within all RCAC Activities
  • Customer Stakeholder & Service Readiness

    • In partnership with other client Senior Managers, leads external consultation, engagement and communication on plans and studies to further develop client’s brand and corporate objectives and influence stakeholders on regional planning matters
    • Builds collaborative relationships with senior organizational leadership and gains trust with stakeholders (e.g. customers, other business units, tenants, local transit) to foster good relations, gain support, develop resources, drive results, realize project outcomes, manage conflicts, and represent the needs of customers, stakeholders, operations, and maintenance
    • Leads the development and presents materials to a variety of internal and external audiences to engage staff and stakeholders and promote further awareness and buy-in of client objectives and the client five-year strategy
    • Develops an in-depth understanding of the business processes, assets, facilities, responsibilities, regulatory requirements and interdependencies within client
    • Works closely with vendors’ employees, including project contractors and consultants to set standards and expectations and facilitate feedback structures associated with performance (e.g. Service Level Agreements (SLAs), response times) as well as leverages knowledge and expertise of the contractor related to functional area requirements
  • Operational Excellence

    • Identifies operational opportunities and introduces leading practices to improve processes by developing standards relating to the functional requirements for projects
    • Provides subject matter expertise to drive continuous improvement and consistency by identifying opportunities for innovation and sharing with senior leadership and project teams (e.g. using innovation to ensure client is given priority for approvals by municipalities.
    • Represents the corporation in multi-disciplinary governance bodies (including municipal agencies and ministries) and disseminates relevant information back to project teams
    • Manages and provides oversight for the development and adaptation of industry best practices and initiatives to support client business needs and corporate objectives or priorities
    • Provides leadership with input from others to develop and deploy a strategic vision and aligns others to connect and align projects with strategic corporate goals
    • Develops and implements policies and procedures in compliance with corporate, government and legislative directives and regulations, identifies technical, operational and project risks and develops risk mitigation strategies
  • Financial Stewardship

    • Develops and manages annual and long-term budgets and departmental and project staffing plans that adhere to corporate standards and applicable legislation and meet service delivery objectives
    • Monitors the progress of projects to ensure that planning objectives are delivered on time and within budget and that anticipated business results are achieved; is able to explain overages and exceptions
    • Provides approval and sign-off on procurement strategies, project work, cost estimates, design studies or plans prepared by internal staff consultants; negotiates contractual obligations and amendments with vendors
    • Recommends process improvements and areas for cost savings in the development of procurement and tendering documents
    • Establishes benchmarks, goals, objectives for corporate planning programs or systems, that reflect corporate direction and plans, including performance indicators, monitoring systems, and reporting functionality and reviews
    • Develop and manages commercial regime with commercial team and will assist in facilitating the new regime

  • Working Conditions

    • May be required to visit operational or construction environments with possible exposure to disagreeable or difficult working conditions

    • May be required to be available to investigate incidents outside of regular office hours to maintain business relationships and address issues as they arise

    • Travel is required within client territory to perform investigation activities, attend meetings, and provide consultation

  • Experience:

    • Minimum of 18 years of experience in Project Management
    • (10) years’ experience in transportation, or related experience.
    • Proficient in the use of Network Access Planning Tool (NAPT)
    • Proficient in the use of Vault with the ability to facilitate training of Delivery teams to enable the development of a robust Engineering Access statement (EAS) within the system
  • Education:

    • Completion of a Technical degree, Transportation or, a related discipline – or a combination of education, training and experience deemed equivalent.
    • A Master of Business Administration is an asset.
  • Licenses OR Certifications:

    • Holding a recognized Project Management Professional (PMP) certification
    • Environmental, safety, or regulatory transportation courses or certifications would be an asset.
  • Skills and Competencies:

    • Effective written, oral, presentation and interpersonal skills to articulate and present advice, options and recommendations to senior management, executives and business clients on fare systems or fare collection programs, projects and technology solutions
      Interpersonal and oral or written presentation skills to manage all facets of rail access planning-related services to ensure construction works are planned and coordinated for safety, track protection is provided, and that the works are safely and effectively executed
    • Leading transformational change, risk management and assessment initiatives to adapt to new or changing requirements and lead change throughout the CPG organization , reflecting on lessons learned to analyze, evaluate, and define problems orchallenges, identify alternatives, and make timely decisions to manage risk and address issues
    • Knowledge of project management and related systems requirements and development methodologies, to support the delivery of a portfolio of very large inter-dependent projects with high complexity, risk, and organizational impact; experience with leading and managing project development, project progress, related staff and project resources, monitoring project activities for adherence to timelines, and monitoring project performance results, ensuring alignment with corporate project management methodologies and processes
    • Knowledge of risk assessment principles and practices to manage and monitor the assessment of construction works and schedules for contractor compliance with rail corridor access terms and conditions
    • Exhibited budget development and financial management experience and skills to develop and monitor regional and operational budgets. ;
