Do you have experience using creative ways to monitor and evaluate programs, analyze client impacts, and apply your quantitative analysis expertise to important policy problems that have a real and meaningful impact on clients, operations, and programs? Are you seeking an opportunity to apply your problem-solving and analytical skills to complex problems?

The Income Assistance Program and Service Design Branch at the Ministry of Social Services is looking for a motivated, innovative, and detail-oriented professional. If you enjoy translating data into practical advice that informs meaningful decisions, this role is for you.

As a Consultant, Program Effectiveness, you will report to the Director of Program Effectiveness. In this role, you will help ensure programs and services are effective, efficient, and aligned with the Ministry's strategic direction. You will conduct program evaluations, benefit design, program monitoring, environmental surveillance, and program modelling. Your data-driven recommendations will drive improvements to Income Assistance programs positively impacting the social and economic well-being of citizens and the province.

The successful candidate will:

  • Have experience in understanding and solving complex data problems and leading work that involves stakeholders with various backgrounds;
  • Have a proven ability to conduct and interpret research and analysis, and translate it into meaningful recommendations for senior management and decision-makers;
  • Have experience with program evaluations and/or quantitative and qualitative reviews of programs and/or pilot projects;
  • Have expertise in social science quantitative research design, data modelling and statistical analysis;
  • Have experience applying data to policy problems and creatively and clearly communicating research results;
  • Have excellent oral and written communication skills;
  • Be results-oriented and accountable with the ability to exercise sound judgment in a continuously changing environment while managing competing priorities; and,
  • Be a leader and team player with a demonstrated ability to understand and respond to multiple demands.

The skills for this position are typically acquired through a graduate degree in social sciences, public administration, or economics with a focus on quantitative research combined with relevant work experience. Equivalent combinations of education and experience will be considered. The ideal candidate has knowledge of government programs, advanced proficiency in Excel, and hands-on experience with other statistical analysis and data visualization tools (examples: SPSS, Power BI, R).
