HDR is seeking a Senior Contract Administrator to join our Transportation – Construction and Field Services team in the Greater Toronto Area to work on roadway and highway construction projects. Reporting to the group lead, the position will be responsible for coordinating an onsite team of technical professionals and inspectors to oversee the implementation of construction inspection and administration tasks while representing the client onsite and liaising with client representatives.
Responsibilities:
- Provide administration of complex bridge, roadway and highway construction projects
- Oversee and ensure Contract Administration deliverables are completed in accordance with client requirements
- Lead, coordinate and monitor onsite inspection duties and tasks are completed, and inspector’s diaries are kept up to date and accurate
- Promote and oversee implementation of health and safety regulations
- Maintain detailed daily diary of the contractor’s work, instructions provided, and overall issue and change management
- Review contractor activities are in accordance to the contract documents and requirements
- Provide oversight and confirmation of completed contract quantities are accurately calculated for processing progress and final payments
- Review, interpret, and analyze the Contractor’s initial critical path schedule to determine conformance to the contract, and provide regular review and analysis of monthly critical path schedules.
- Supervise and perform quality assurance acceptance and inspection of construction works
- Coordinate specialty inspection and testing by sub-consultants
- Liaise with the contractor and client representatives
- Chair and lead project meetings
- Provide interpretation and recommendation of contractor submitted claims
- Negotiate price agreements, change orders, claims and work directives
- Travel to projects across the province for extended periods of time
- Other duties as assigned.
Preferred Qualifications
- Certified by OACETT as a Road Construction Contract Administrator (rcca) designation, and/or registered with PEO as a P.Eng. with relevant experience
- A minimum of 10 years of experience in administering and inspecting road and highway construction projects.
- Successful completion of MTO TL 131 – Advanced Issues Resolution Course, including applicable refresher course
- Experience administering municipal or highway construction projects
- Demonstrated experience as a Construction Contract Administrator on 4 or more Ministry of Transportation Ontario (MTO) or municipal projects with construction values of $15.0 Million or more.
- Proven analytical, communication, and negotiation skills
- Knowledge and ability to utilize required computer software such as MS Word, Excel, and Kahua’s Contract Management System (CMS)
- Sound knowledge of design standards, OPS specifications, standard drawings, materials and methods associated with highway/freeway/ATMS construction
- Knowledge and skill in interpreting and applying transportation construction practices; procedures and quality assurance techniques
- Demonstrated knowledge of relevant Laws and Regulations (Environmental, Health and Safety, etc.) and their application in construction contracts
- Ability to interpret construction critical path schedules
- Experience working with MS Project, and/or Primavera (P6)
- Ability to organize, prioritize and schedule work
- Ability to analyze and solve problems
- Demonstrated leadership abilities
- Valid Ontario driver’s license with an acceptable driving record, and access to a reliable vehicle.
Required Qualifications
- 7 years contract-related experience; advanced degree or contract certification program may substitute for years of experience
- Working to expert knowledge of contracting concepts and company and client requirements
- Professional, self-motivated, well-organized and detail-oriented with the flexibility and ability to prioritize and handle multiple tasks in a fast-paced environment
- Ability to work independently and meet deadlines, with minimal management oversight
- Proficient with Microsoft Office software, including complex MS Excel spreadsheets with formulas
- Excellent writing and people skills
- Strong math, analytical and organizational skills
