172504 – Director of Provincial Planning and Development – Department of Land and Environment – Permanent

Reporting to the Deputy Minister of Land and Environment, the Director of Provincial Planning and Development provides strategic leadership for provincial land use planning, municipal planning for non-authority municipalities, and development control. The roles ensure alignment with government priorities, modernize planning systems, and drives the creation and implementation of a province-wide land use policies.
Duties will include but are not limited to:
- Provide information and clarification when requested from the Executive Director, Deputy Minister and department staff. These requests reflect a very high level of political, economic, social sensitivity and responsiveness;
- Responsible for ensuring effective long-term strategic planning, direction, and overall operational guidance of the Provincial Planning and Development;
- Responsible for overseeing provincial and municipal planning systems that balance the protection natural areas and resource lands, prevent urban sprawl, ribbon development and development in areas at risk of coastal erosion and flooding with the provincial economic development and housing needs;
- Lead ongoing program and policy reviews to ensure maximum efficiency of processes to reduce wait-times by systematically removing waste and reducing variation across Divisional programs;
- Responsible for the Division’s legislative and regulatory development, consultation, implementation, and policy and procedure review;
- Have an in-depth understanding of the Lands Protection Act, Planning Act;
- Provide a leadership role in the development of the Department’s strategic plan and ensure that the Department’s mandates and priorities are achieved;
- Represent the Government of PEI on intergovernmental committees, as required, including by not limited to the Provincial Territorial Planning Directors Committee;
- Manage the annual budget;
- Oversee and complete quarterly forecasts;
- Direct and work with ITSS and Divisional staff to develop an information systems strategy for the division;
- Lead strategic planning, work planning, and team building sessions with staff;
- Other duties as required.
Minimum Qualifications:
- Master’s degree in a related field (e.g. Business, Law, Planning, Architecture, etc.).
- Demonstrated equivalencies will be considered.
- Extensive leadership experience with experience in organizational management and team building skills.
- Considerable experience successfully optimizing staff resources to ensure program delivery of professional and technical information.
- Considerable experience with community engagement and providing positive and constructive feedback to clients, developers, municipalities, community groups, etc.
- Experience with process improvement methodologies.
- Creative problem solving and positive solution building.
- Excellent communication (oral and written), interpersonal, and collaboration skills.
- Knowledge of and experience with policies, practices, and legislation for land use planning and development control.
- Strong financial management skills, including budget development and oversight.
- Critical thinking using different perspectives.
- Demonstrated ability to develop and implement strategic actions and initiatives.
- Ability to build and maintain positive relationships with diverse stakeholders.
- Excellent facilitation, negotiation, and conflict resolution skills.
- Ability to work effectively in a fast-paced and dynamic environment.
- Ability to make timely and informed decisions, while considering all perspectives, relevant information, and assessing potential risks and benefits.
- Valid driver’s license.
Other Qualifications:
- Professional designation in a related field.
- Certification and/or experience in process improvement methodologies such as Lean.
- Experience and/or training in aspects of AI as they relate to process improvements.
- Knowledge of the Planning Act and associated Regulations, and the Land Protection Act and associated Regulations, or equivalent experience from another jurisdiction.
- Experience in the development of land use planning related legislation or bylaws.
- Knowledge of municipal, provincial, national and international planning issues and their application to Prince Edward Island.
- Experience in creating or updating land use plans, official plans, and development agreements.
