Job Title: Construction Inspector – Wastewater Infrastructure
Job Description
The Construction Inspector will perform engineering site inspections on wastewater treatment plant and pump station construction projects to ensure high-quality workmanship and strict adherence to provincial standards, engineering designs, and technical specifications. This role focuses on quality control, detailed documentation of construction activities, identification and monitoring of deficiencies, and coordination of specialized testing and investigations. The position is primarily field-based and offers the opportunity to contribute directly to essential water and wastewater infrastructure that supports growing communities across Ontario, while working on a long-term, multi-year project alongside multidisciplinary engineering and construction teams.
Responsibilities
Conduct detailed engineering site inspections on wastewater treatment and pump station construction projects to verify compliance with applicable provincial standards, engineering designs, and technical specifications. Document daily construction site activities by maintaining comprehensive inspection logs, taking photographs, performing survey checks, and recording accurate as-built conditions. Identify construction deficiencies, monitor their resolution, and ensure corrective actions are properly implemented and documented. Provide practical problem resolution and field solutions for unforeseen construction issues, collaborating with contractors and engineering teams to keep projects on track. Participate actively in construction progress meetings, providing technical input, reporting on site conditions, and communicating quality and safety concerns. Arrange and coordinate on-site geotechnical investigations and material testing for concrete, granular materials, and asphalt, ensuring results are reviewed and integrated into project quality control. Coordinate with engineering staff and specialist inspectors for structural, mechanical, electrical, and process-related inspections as required. Ensure strict compliance with the Ontario Occupational Health and Safety Act and applicable regulations on construction sites, promoting safe work practices and public/pedestrian safety. Verify that Ministry and project-specific procedures are followed, particularly those related to safety, quality assurance, and regulatory compliance. Liaise professionally with clients, regulatory inspectors, utility companies, residents, and other stakeholders, addressing inquiries and communicating project impacts clearly and respectfully. Review and interpret construction drawings, specifications, and engineering design documents to confirm that work in the field aligns with design intent. Perform surveying and as-built verification to confirm that constructed infrastructure matches approved plans and tolerances. Support and coordinate commissioning and startup activities for treatment systems, working with multidisciplinary teams to ensure systems operate as designed. Contribute to inspections across multiple disciplines, including civil, structural, mechanical, electrical, and instrumentation and controls, helping to maintain consistent quality standards. Monitor and document quality assurance and safety compliance throughout the project, escalating issues when necessary to protect project integrity and public safety.
Essential Skills
Minimum 2+ years of directly relevant wastewater treatment plant or pump station construction inspection experience, with 5+ years strongly preferred. Experience inspecting process mechanical and/or electrical installations within wastewater treatment facilities. Strong understanding of wastewater treatment processes and treatment infrastructure construction practices. Proven ability to interpret and review construction drawings, specifications, and engineering design documents. Demonstrated experience performing site inspections, documenting deficiencies, and maintaining detailed daily reports and logs. Knowledge of Ontario Provincial Standards and Specifications (OPSS) related to civil and infrastructure construction. Working knowledge of the Ontario Occupational Health and Safety Act (OHSA) and applicable regulations for construction sites. Strong verbal and written communication skills, with the ability to interact effectively with contractors, engineers, clients, regulatory agencies, utility providers, and the public. Technical diploma or degree in Engineering, Engineering Technology, Construction Engineering Technology, Civil, Mechanical, Environmental, or a closely related discipline. Valid Ontario Class G driver’s license and access to a personal vehicle for regular site travel. Proficiency with Microsoft Office applications for reporting, documentation, and communication. Proficiency with Bluebeam for reviewing drawings, markups, and construction documentation.
Additional Skills & Qualifications
5+ years of wastewater treatment or pump station construction inspection experience. Experience in water treatment plant construction in addition to wastewater treatment projects. Professional engineering designation (P.Eng.) or certification such as Certified Engineering Technologist (CET) or Certified Technician (C.Tech). Experience as a Water/Wastewater Process Engineer transitioning into construction oversight and field inspection. Experience coordinating geotechnical investigations and material testing programs for concrete, granular materials, and asphalt. Experience with commissioning and startup of water and wastewater treatment systems. Familiarity with instrumentation and controls (I&C) within treatment facilities, including integration with mechanical and electrical systems. Experience working on large municipal treatment plant upgrades or expansions, particularly complex, multi-disciplinary projects. Surveying and as-built verification experience, including field measurement and confirmation of constructed works. Previous experience leading inspections across multiple disciplines, such as civil, structural, mechanical, electrical, and instrumentation and controls. Exposure to process engineering within water and wastewater treatment environments.
Work Environment
This role is fully on-site at an active wastewater treatment facility upgrade project, specifically focused on tertiary treatment and UV disinfection improvements. The position is primarily field-based and involves daily presence on wastewater treatment plant and pump station construction sites, working closely with contractors, project managers, engineers, utility providers, regulatory bodies, and other stakeholders. The environment includes active construction areas, heavy equipment, and ongoing civil, structural, mechanical, electrical, and process-related work, requiring consistent attention to safety and adherence to the Ontario Occupational Health and Safety Act. The Construction Inspector will attend regular construction progress meetings, conduct frequent site walks, perform inspections and survey checks, and document conditions in real time. The role offers a long-term assignment expected to run approximately 2.5 to 3 years, providing project continuity and the opportunity to build deep familiarity with complex treatment systems. Work is performed using standard office and field tools, including Microsoft Office and Bluebeam for documentation and drawing review, as well as typical inspection and surveying equipment. There may be a possibility of per diem depending on experience and home location.
