Primary Focus

The Director, Data Services and Analytics will be responsible for driving data and analytics implementation for CDA-AMC and decision-makers, while supporting quality, better access, and linkage of data across systems and platforms, to provide policy-driven information and analysis.

The Director, Data Services and Analytics will oversee a team that is responsible for implementation and facilitating awareness of and access to data and analytics by developing a program that will provide a range of data services and analytics in support of regulatory, health technology assessment (HTA), deliberation, appraisals, and downstream decision-making processes, with the goal of enhancing the quality and usability of relevant and sometimes untapped data sources.

Priorities will be guided by the needs of health system decision-makers, and opportunities to enhance access to and use of data in a complex, multipartner, pan-Canadian environment. Purpose-driven collaboration with other pan-Canadian and federally funded entities whose core competencies complement CDA-AMC is fundamental to the success of this role and this new team.

What do the daily responsibilities look like?

On any given day, the Director, Data Services and Analytics will:

  • provide strategic insight and advice on data sources, opportunities, and gaps in data and analytics, with a primary initial focus on pharmaceuticals and the intent to explore and potentially expand the focus to include medical devices and clinical interventions
  • drive the development and delivery of a strategy for data services and analytics to meet the priorities and needs of our customers and contributing partners
  • determine current needs and opportunities, while using public and private data systems to support collaborative analysis
  • design and execute competitive processes to identify, select, and strategically apply standards and guidelines, while leveraging best practices to address and improve the quality of existing data, including data held in registries and other types of data repositories
  • be responsible for the execution of data analytics to support decision-making and programs
  • hold overall project accountability for any projects that are initiated, including budget and delivery management; alignment with existing procurement processes, such as competitive funding models and sole source contracting; identification of project team skills and competencies; and recruitment with People and Culture and Procurement teams
  • design and support appropriate oversight for projects, initiatives, or programs that may be launched, including the use of existing or new advisory mechanisms and appropriate technical input when required
  • ensure appropriate reporting and communication to the leadership team
  • exercise well-honed project, change, risk, and relationship management skills to expedite decision-making; ensure alignment and synergy across workstreams; and facilitate nuanced problem-solving with internal and external project, operational, and leadership partners
  • contribute to the development of the annual business plan for the data services and analytics team and be responsible for the management and continuous monitoring of the annual operational plan and budget, providing input for corporate performance measurement, and evaluation efforts related to the data services and analytics team

Is this the right role for you?

The Director, Data Services and Analytics will likely have:

  • completed postsecondary education in a related discipline coupled with experience overseeing large data systems, data access, and associated quality improvement
  • progressive experience working in senior leadership roles within health care that includes pan-Canadian, national, or provincial health-related organizations; an equivalent combination of education and experience may be considered
  • experience in regulatory, HTA, medical devices, or reimbursement of pharmaceuticals
  • the ability to gather, distill, integrate, and synthesize complex and nuanced information from distinct contributing partners to expedite collective decisions quickly and thoroughly
  • understanding of data, data access, governance, and the range of data sources with the potential to inform HTAs and decision-making
  • knowledge of HTA, appraisal, and health economic methodologies and standards and how to incorporate data into decision-making
  • excellent communication skills to deliver impactful messaging succinctly with an ability to express intricate concepts effectively
  • the ability to navigate uncertainty and ambiguity, and clearly communicate a vision and path forward
  • a strong commitment to collaborative and inclusive planning with an ability to rally people with diverging interests
  • experience applying complex influencing strategies
  • a tendency toward systems-oriented thinking with an awareness of the “big picture,” while simultaneously being able to understand the mechanics and tactics in the operational environment.

  • completion of a master’s degree in a related area of study (e.g., epidemiology or health system research)
  • continued education and/or certifications in the areas of diversity, equity, and inclusion
  • fluency in French.
