Senior Finance Officer - Existing position
Band: 4 - $70,277 - $87,846 **Compensation is aligned with internal equity and market benchmarks. In limited circumstances, offers above the posted range may be considered for candidates with exceptional qualifications or highly specialized expertise**
This role, as with all positions at ITK is 100% in-office,requires being in the office full-timeat 75 Albert Street, Ottawa, ON.

JOB SUMMARY
Reporting to the Manager, Finance & Administration, the Senior Finance Officer will be responsible for assisting in managing ITK’s overall financial system, particularly managing all funding contracts and agreements, financial reporting, budget management and assisting with procurement process.
KEY ACCOUNTABILITIES

Lead the coordination and financial development of funding proposals across the organization.
-
Develop and review proposal budgets in collaboration with program leads, ensuring accuracy and alignment with organizational priorities.
-
Provide guidance to staff on funding requirements, eligibility, and budget development.
-
Ensure all proposals undergo appropriate internal review and approval prior to submission.
-
Act as a key contact with funders during proposal development and negotiation processes.
-
Maintain oversight of proposal tracking and reporting.
FUNDING AGREEMENTS
-
Lead the review, negotiation support, implementation, and ongoing management of funding agreements.
-
Ensure compliance with agreement terms, financial requirements, and reporting obligations.
-
Establish and maintain effective tracking systems for agreements, deliverables, and timelines.
-
Provide strategic guidance to project staff on financial management of agreements.
-
Serve as the primary point of contact for internal and external stakeholders on funding agreement matters.
REPORTING
-
Oversee the preparation and delivery of internal financial reports (monthly, quarterly, ad hoc) to management.
-
Lead the preparation and submission of external financial reports in accordance with funder requirements.
-
Coordinate and review financial and activity reporting to ensure completeness, accuracy, and compliance.

Manage funder communications related to financial reporting, including issue resolution.
PROJECT WORKPLANS & BUDGET MANAGEMENT
-
Lead the development, review, and consolidation of organizational and project budgets.
-
Provide advice and guidance to staff on budget planning, forecasting, and financial management.
-
Monitor financial performance against approved budgets and identify risks, pressures, and variances.
-
Prepare regular financial analysis and reports to support program and organizational decision-making.
-
Lead quarterly financial reviews and recommend budget adjustments where required.
FUNDING AGREEMENTS
-
Lead the financial coordination and oversight of funding agreements with Inuit Treaty Organizations.
-
Ensure effective tracking, compliance, and reporting for all ITO agreements.
-
Review financial and activity reports submitted by ITOs for accuracy and alignment with agreements.
-
Build and maintain strong working relationships with ITO partners.
-
Serve as the primary liaison for all financial matters related to ITO agreements.
FINANCE & OPERATIONAL SUPPORT
-
Support the annual audit process, including preparation and review of financial documentation.
-
Contribute to the development and continuous improvement of financial policies, procedures, and internal controls.
-
Provide guidance and training to staff on financial systems, processes, and best practices.
-
Prepare briefing materials, financial analyses, and reports for management and leadership.
-
Provide backup support for accounts payable and other financial operations, as required.
CORPORATE BUDGETING & REPORTING
-
Support the development and consolidation of ITK’s annual corporate budget.
-
Contribute to financial forecasting and long-term planning activities.
-
Prepare financial reports and analysis for Executive and Board-level review.
-
Identify trends, risks, and opportunities to support strategic decision-making.
AUTHORITY
-
Provides financial advice and recommendations to management on budgets, reporting, and funding agreements.
-
Exercises judgment in interpreting funding requirements, policies, and financial guidelines.
-
Operates within established policies and delegated authorities; no direct signing authority.
QUALIFICATIONS
-
Advanced knowledge of financial management, reporting, and budgeting principles.
-
Strong analytical and problem-solving skills, with the ability to interpret complex financial information.

High level of initiative, autonomy, and sound professional judgment.
-
Strong organizational skills with the ability to manage multiple priorities and deadlines.
-
Proficiency in financial systems (e.g., Business Central), Microsoft Excel, and Microsoft Office Suite; Power BI is an asset.
-
Experience with payroll systems (e.g., ADP) is an asset.
-
Strong communication skills, with the ability to present financial information clearly to non-financial audiences.
-
Ability to work collaboratively in a culturally diverse environment; knowledge of Inuit organizations and governance structures is an asset.
-
Fluency in English is required; Inuktitut and/or French is an asset.
EXPERIENCE & EDUCATION
-
5–7 years of progressively responsible experience in financial management, reporting, or a related field.
-
Experience managing funding agreements and working with external funders is strongly preferred.
-
Diploma or degree in Accounting, Finance, Business Administration, or a related field; or
-
An equivalent combination of education and experience.
OTHER REQUIREMENTS

Ability to manage competing priorities and deliver high-quality work under tight timelines.

Responsiveness to short-notice requests and evolving organizational needs.
