The Saskatchewan Firearms Office is seeking 1 (one) talented individual with proven leadership skills for the position of Deputy Chief Firearms Officer in Regina in the Chief Firearms Office branch.
The Chief Firearms Officer's mandate is to administer theFirearms Act (Canada), theSaskatchewan Firearms Act, and ensure safe and proper regulated licensing, transporting and carrying of firearms within the province. This position will be required to be a liaison with law enforcement, inter-provincial governments, municipal and public agencies regarding firearm procedures and protocol, that is to monitor, provide awareness and investigate firearm-related concerns throughout the province.
Reporting to the Deputy Commissioner/Chief Firearms Officer, the Deputy Chief Firearms Officer will manage, supervise and lead a team of Firearm Officers, and manage the operations for the unit required by the Canadian Firearms Program (CFP) and associated Federal, Provincial and municipal regulations and practices. You will be a strong and influential leader with experience operating a unit (budget, forecasting, HR, recruitment, capital), implementing plans, dealing with Courts and Court Officials, providing court testimonies and information from investigations and third-party agencies.
To be successful in this position, you will have knowledge of the Firearms Act/Regulations, Criminal Code of Canada, the Saskatchewan Firearms Act, and other legislation. You will have exceptional interpersonal and management skills, influential written and verbal communication skills, and be flexible in utilizing different approaches and solutions in order to manage a team to complete the following responsibilities:
- Provide leadership and direction;
- Engage, follow and implement human resource practices;
- Establish, promote, and maintain frameworks (investigations) and implement contingency plans;
- Budgeting (including forecasting and recommendations);
- Develop and maintain collaborative work relations with internal and external stakeholders/partners;
- Training (compliant with the Firearms Act (Canada), Saskatchewan Firearms Act, and other legislation); and,
- Compliant in securing classified databases, firearms storage, documenting, identifying and handling firearms.
Our candidate of choice will be an accountable and results-oriented leader who efficiently meets multiple demands and exercises sound judgment in a continuously changing environment. You will have excellent interpersonal skills to assist in developing and maintaining professional relationships with third-party agencies and staff. You will also have experience and working knowledge in the following areas:
- Human Resource management (training, supervision, performance management, conflict resolution);
- Quality management: operational processes, budgeting, strategic planning, and change management;
- Policies, Legislation, Acts and Regulations (Firearms Act, Criminal Code), and other statutes;
- Firearm classifications, action types, safety, verification, operation and activities;
- Multi-cultural perspectives, challenges and opportunities (First Nations and Metis); and,
- Applicable laws and regulations related to firearms.
Typically, the knowledge and skills required for this position would be obtained through a Bachelor’s degree or college diploma in police science, criminal justice, public administration or a related field combined with extensive and progressive experience in leadership, supervisory and operational management, with preference having experience in policing, firearms and various specialized procedures and protocol related to guns, gangs and organized crime.
Conditions of employment include:
- Successful completion of The Canadian Firearms Safety Course and the Canadian Restricted and Firearms Safety Course;
- Possession of a valid driver’s license, and the ability to travel and work in remote locations, and lift and carry up to and including 25 KG;
- Ability to handle firearms, and work in a police environment, including possible exposure to unsettling and/or graphic material;
- Work overtime, variable hours, and travel as required;
- Reliability Status security clearance - RCMP Enhanced Reliability security; and,
- The successful applicant will be required to have a Restricted Possession and Acquisition License (RPAL) prior to assuming the position.
