Our Engineering and Safety Division is hiring a Senior Manager, Rail Fleet Reliability Engineering. The Senior Manager is responsible for leading the systems engineering assurance work that supports the reliability and long‑term performance of Metrolinx’s rail fleet. This includes applying established engineering standards—such as CENELEC EN 50126 RAMS, INCOSE, and ISO 15288—to ensure projects and programs meet their intended operational requirements.
The role manages a team of engineers at various levels and oversees their work on assurance activities, technical reviews, and lifecycle evaluations. The Senior Manager sets clear performance measures, ensures engineering risks are identified and addressed, and works closely with project, operations, and safety teams to support successful fleet delivery and long‑term asset dependability.
What will I be doing?
- Oversees, evaluates and assures the development and execution of systems assurance processes for all Metrolinx fleet and infrastructure assets leading to realization of reliability, availability and performance requirements consistent with the organizational strategic plan, customer level of service and business objectives.
- Oversees the review and auditing of contracted design and build for adherence to required Systems Engineering and System Assurance (RAMS) program activities and reporting requirements needed to evaluate overall system integration, performance, reliability and ability to meet contracted requirements and customer levels of service.
- Plans, develops, asset maintenance and condition monitoring programs and oversees engineering computations and big data analysis in deriving Reliability Centered (RCM) and Risk based (RBM) maintenance programs for Metrolinx assets, contracted services.
- Leads the development of recommendations for asset and operational reliability and manages performance criteria that will be incorporated into third party service agreements.
- Oversees the review and auditing of asset operations and maintenance for adherence to required RAMS program activities and reporting requirements needed to evaluate overall system performance, reliability and ability to meet contracted requirements and customer levels of service.
- Leads and manages the development and implementation of processes for the analysis of operating and maintenance-based data including FRACAS, FMECA, and RAM Analysis used to monitor the status of fleet and infrastructure asset efficiency, develop RAMS requirements and develop leading indicators.
- Manages and leads the team accountable for assessment of RAMS data from consultants, suppliers and contractor to support achieving RAMS requirements.
- Oversees the use of analysis results to build RAMS requirements for asset classes at a system and sub-system level and to optimize and support data driven asset performance and reliability requirements forecasting and predictive and prescriptive maintenance strategies.
- Leads the development and monitoring of balanced and focused metrics and Key Performance Indicators (KPIs) for maintenance performance, asset reliability and costs; to assess the present state at any given time; and to assist in prescribing a course of action for continuous improvement.
- Oversees root-cause analyses to recommend/implement engineering solutions for repetitive incidents and all other concerns that adversely affect operations; analyzes maintenance/condition data to optimize planned maintenance frequencies and implement improvements.
- Researches, analyzes and identifies systemic issues and root causes of service interruption trends and develops risk mitigation strategies to address root causes and reduce incident frequency.
- Works collaboratively across Metrolinx design, build and operations lifecycle phases with asset owners, sponsors, project and design teams, as well as contractors, to coordinate System Engineering Assurance processes.
- Identifies and recommends solutions to resolve asset specific reliability issues using data driven methodologies.
- Develops cost estimates for reliability based capital expenditures and related operation costs to improve the performance of Metrolinx systems.
- Provides strategic leadership directly professional staff, and indirectly leads other units in reliability and performance through subordinate supervisors.
What Skills and Qualifications Do I Need?
- Completion of a degree in Engineering, or a related discipline – or a combination of education, training and experience deemed equivalent
- Demonstrated progressive experience in implementing and managing Systems Engineering and System Assurance programs with competency managing and leading technical/engineering teams
- Certifications or Designations Valid Professional Engineering (P.Eng.) license recognized by the Professional Engineers of Ontario (PEO) an asset
- In-depth knowledge of the theories, principles and practices of reliability engineering, RAMS and continuous improvement methodologies
- Knowledge of and experience in asset maintenance management and life cycle engineering
- Experience using data and statistical analysis techniques and methodologies and performance measurement techniques and tools and key performance indicators (KPIs)
- Budget management to plan and monitor departmental budgets against limitations
- Project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants engaged in simultaneous projects (e.g. development, project progress, related staff and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives
- Analytical and problem-solving skills to Identify, highlight and focus on key reliability and performance issues, opportunities, potential obstacles and priorities and identifies strategic options/recommendation
- Influencing skills to establish effective working relationships, negotiate, and deal with a variety of contacts, both internal and external to the organization; along with the ability to gain cooperation from individuals not under direct authority
- Strategic thinking skills to incorporate the “big picture” and take into consideration risk and a range of issues when developing asset maintenance and condition monitoring programs
- Interpersonal and oral/written/presentation skills to articulate complex and/or new ideas with clarity and simplicity; to liaise with all levels within the organization; to develop and review reports for presentation to senior management audiences
- Knowledge of Contract Law, Construction Liens Act, the Occupational Health and Safety Act, Environmental Assessment Act, and the requirements of the Professional Engineers Act
- Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.) to monitor and manage employees and contractors, including experience in the application of collective agreement provisions
