About the role

The Housing Manager oversees the Nation’s housing portfolio across policy, tenancy, maintenance, renovations, and new construction. This role manages budgets and funding agreements, supports the Housing Committee, and ensures service delivery that is fair, transparent, and aligned with community priorities. The Housing Manager also provides direct supervision to the Housing Officer and the Housing Maintenance Worker, ensuring the team delivers housing services effectively and responsively.

Key responsibilities

  • Lead day-to-day operations of the Housing Department, including tenancy administration, waitlist, allocations, move-ins/outs, rent reviews, arrears, and dispute resolution.
  • Supervise the Housing Officer and Housing Maintenance Worker, providing guidance, support, and performance oversight.
  • Plan and deliver maintenance programs and capital repairs, coordinate inspections, scopes, procurement, contractor performance, and asset records.
  • Support and implement housing policies and the Nation’s housing plan, prepare reports for Housing Committee and Chief and Council, and Community as required.
  • Develop and manage annual budgets, cash flow, and funding compliance for federal and other programs relevant to on-reserve housing in BC.
  • Coordinate new construction and renovation projects with consultants, trades, and internal teams, ensuring safety, quality, and on-time delivery.
  • Maintain accurate files and systems for tenants, assets, work orders, insurance, CMHC and funder reporting.
  • Build strong relationships with community members through clear communication, education on maintenance, and responsive service.
  • Pursue staff development and relevant training opportunities for housing operations.

Qualifications

  • 3+ years of progressive experience in First Nations housing, property management, asset management, construction, or a related field, including budgeting and contractor oversight.
  • Supervisory or team leadership experience preferred.
  • Working knowledge of Indigenous on-reserve housing programs and funding agreements used in BC.
  • Strong tenant relations skills, including allocations, agreements, arrears management, and dispute resolution.
  • Proficient with MS Office or Google Workspace and housing/asset tracking systems.
  • Class 5 driver’s licence and acceptable criminal record check.

Assets

  • First Nations Housing Professionals Association training or designation (FNHP/CFNHP), or willingness to enroll.
  • CMHC or equivalent Indigenous housing training in maintenance, mould, inspections, and program administration.
  • Experience coordinating new builds and major renovations in small-community contexts.
