Position Overview: The ERP Programmer / Technical Analyst – Level 2 provides operational support, development, and enhancement of enterprise Oracle systems supporting financial and business operations. This role is responsible for the analysis, design, development, testing, and deployment of technical solutions within the Enterprise Financial Applications portfolio, including Oracle E-Business Suite, Hyperion applications, Oracle APEX, and related technologies.

The position supports internal initiatives, system enhancements, integrations, and complex client-driven requests while ensuring systems remain stable, secure, and aligned with business requirements. The resource works within established service levels, project timelines, and operational priorities while collaborating with technical and business stakeholders.

Key Responsibilities:

• Provide operational support, maintenance, change management, and administration of assigned production systems.
• Perform technical analysis, solution design, development, testing, and implementation for enhancements and new functionality across enterprise Oracle applications.
• Analyze and develop solutions for Oracle E-Business Suite and Hyperion requests within the Enterprise Financial Applications portfolio while ensuring system availability, integrity, and performance.
• Support and recommend technical and functional solutions across Oracle E-Business Suite modules including Accounts Receivable, Accounts Payable, General Ledger, Purchasing, Inventory, Order Entry, Fixed Assets, Cash Management, Systems Administration, Project Costing, iExpenses, EBTax, and Advanced Collections.
• Design, develop, and maintain customizations, personalizations, and add-ons for Oracle E-Business Suite.
• Develop and support reporting and integration solutions using BI Publisher (XML), Oracle Reports, Blitz Reports, Oracle APEX, interfaces, and Oracle workflows.
• Provide technical support for Oracle Internet Directory (OID) including LDAP integrations with Oracle E-Business Suite.
• Support Oracle Business Intelligence Analytics (OBIA) environments.
• Assist with Hyperion system administration including Essbase MAXL scripting, ODI interface development, and performance tuning for Hyperion Planning, Financial Management, and Financial Reporting modules.
• Participate in technical architecture analysis to support patching and upgrades of Oracle E-Business Suite, Hyperion, and APEX applications, including associated servers and databases.
• Troubleshoot and resolve system performance issues across enterprise applications.
• Design and develop new applications using modern technologies such as Oracle APEX to support modernization of legacy systems.
• Implement and support API-based integrations using Oracle REST Data Services (ORDS) for Oracle E-Business Suite.
• Collaborate with infrastructure, database, security, and operations teams to ensure systems meet security and IT industry best practices.
• Work with business stakeholders to understand operational needs and recommend appropriate technical solutions.
• Provide support for multi-department use of enterprise Oracle applications and modifications to existing government solutions.
• Liaise with Oracle Support to log, track, and resolve system issues.
• Develop and maintain code, screens, reports, and integrations in accordance with established development and security standards.
• Perform and support unit testing, functional testing, integration testing, system testing, and user acceptance testing.
• Develop and maintain technical documentation including system documentation, test plans, implementation plans, operational procedure manuals, disaster recovery plans, and architecture diagrams.
• Contribute to assessments related to integrations, customizations, and organizational readiness for migration to Oracle Fusion Cloud.

Skills & Qualifications:

• Experience supporting and developing solutions within Oracle E-Business Suite environments.
• Experience with Oracle Hyperion applications including Planning, Financial Management, and Financial Reporting.
• Experience with Oracle APEX development.
• Experience developing reports and integrations using BI Publisher, Oracle Reports, or similar reporting tools.
• Experience with Oracle REST Data Services (ORDS) and API-based integrations.
• Experience with database scripting, interfaces, and system integration within Oracle environments.
• Experience troubleshooting application and system performance issues.
• Strong technical analysis, problem-solving, and documentation skills.
• Experience working with enterprise financial systems and business processes.
• Experience with Essbase MAXL scripting and ODI interface development.
• Experience supporting Oracle Business Intelligence Analytics (OBIA).
• Experience with Oracle Internet Directory (OID) and LDAP integrations.
• Experience supporting upgrades, patching, and modernization initiatives.
• Experience supporting migration initiatives to Oracle Fusion Cloud.
• University degree or college diploma in Information Technology, Computer Science, or a related discipline.
• An equivalent combination of education and relevant experience may be considered.
