Duties and Responsibilities:
Reporting to the Manager of Homelessness and Housing Support, or designate, this position is responsible for:
- The operation and delivery of various supportive housing and homelessness programs which may include the Residential Services Homes program, the Windsor Essex Housing Connections (WEHC) program, Emergency Shelter programs, emergency rent assistance program, and other services specifically for people at risk of homelessness, experiencing homelessness or in need of supportive, social and affordable housing;
- Responsible for supervision of staff, caseload coordination, distribution and ongoing file review of staff;
- Responsible for contract management, maintaining communication with vendors regarding Municipal by-law and Provincial legislative requirements as well as Municipal policies for operation;
- Reviewing and approving payments to vendors and service providers;
- To oversee the operation of programs in accordance with all relevant legislation, provincial and federal program guidelines, policies and procedures and communication with community stakeholders, and other relevant partners
- Responsible for Municipal management of client placement in emergency shelters and communication with shelter operators regarding Municipal by-law and Provincial legislative requirements as well as Municipal policies of operation for shelters;
- Responsible for establishing and maintaining contact with relevant community partners, including health care, mental health and housing providers;
- Managing data collection for reports both statistical and analytical, including use of the Homeless Individual and Families System (HIFIS) and other duties as outlined by the Manager;
- Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program;
- Will perform other related duties as required.
Qualifications:
- Must have a Master’s degree in Social Sciences or Social Work; or Ontario Ministry of Education equivalency plus a minimum of (2) years progressively responsible experience in human services in a municipal environment
- OR Must have a University degree in Social Sciences or Social Work; or Ontario Ministry of Education equivalency plus a minimum of (4) years progressively responsible experience in human services in a municipal environment
- OR Must have College Diploma in Social Sciences or Social Work; or Ontario Ministry of Education equivalency plus a minimum of (6) years progressively responsible experience in human services in a municipal environment
- OR Must have an Ontario Secondary School Graduation Diploma with (1) additional year of post-secondary courses in Social Sciences or Social Work; or Ontario Ministry of Education equivalency; plus, over (10) years progressively responsible experience in human services in a municipal environment.
- Must have knowledge of appropriate legislation including Housing Services Act, 2011, City of Windsor By-Law 395-2004 Schedule L, Lodging Homes.
- Must have proven technical, analytical, organizational, interpersonal and good communication skills.
- Supervisory experience in a clinical environment considered an asset.
- Current registration with the Ontario College of Social Workers and Social Service Workers and/or other relevant professional certification considered an asset.
- Proven ability to work with vulnerable populations considered an asset.
- Knowledge of applicable computer systems/programs (i.e. HIFIS, Missions, SAMS) considered an asset.
- Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid Ontario Driver’s License is required.
- Should have knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with work.
- Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program.
- Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
