The Ministry of Advanced Education is responsible for the post-secondary education sector that supports a growing Saskatchewan and that leads to a higher quality of life. The ministry places a high priority on meeting the needs of students by ensuring that our post-secondary sector is accessible, responsive, sustainable, accountable, and provides quality education. Working with our post-secondary institutions, the ministry is focused on providing opportunities for all students, especially First Nations and Métis people, to prepare them to live, work, and learn in Saskatchewan.

The Planning, Strategy, and Evaluation branch engages proactively with industry, relevant areas of our ministry, and others within the Government of Saskatchewan (GOS) to lead data collection, corporate planning, and learner pathway initiatives.

The Opportunity

The Ministry of Advanced Education is currently recruiting for an Executive Director to join its leadership team in a pivotal role that will shape the strategic direction, drive policy development, and oversee critical accountability initiatives within the post-secondary education sector. Reporting to the Deputy Minister, the successful candidate will have the unique opportunity of shaping the ministry’s future through dynamic leadership and meaningful engagement at every level.

As a member of the Ministry’s executive leadership team, you will:

  • Provide executive leadership in the development and oversight of strategic planning, data analysis, and accountability processes for the ministry.
  • Lead strategic policy development and accountability projects related to the post-secondary education sector.
  • Provide strategic options, comprehensive policy advice, briefing papers, recommendations, and perspectives to the Deputy Minister on functions, activities, and issues.
    • Build and maintain credible, collaborative partnerships and relationships across a diverse group of internal and external stakeholders.

Manage legislative reviews, cabinet documentation processes, and the freedom of information function for the Ministry.

  • Support the implementation of cross-government priorities impacting the post-secondary sector, including the Health Human Resources Action Plan.
    • Demonstrate exceptional diplomacy through written and oral communication, including the ability to work with and influence a variety of stakeholders.

Ideal Candidate

To be successful in the role, the ideal candidate will:

Have strong leadership and people management skills with an ability to inspire, coach, and develop high-performing teams while driving accountability and results.

  • In-depth knowledge of government legislative, particularly regulatory processes and protocols, as it relates to public policy development.

  • Ability to identify and deliver key strategic insights, counsel, and policy to ensure decision-making is made with the best possible advice.

Demonstrate strong leadership skills in strategic planning, negotiation, and policy development.

  • Possess excellent communication, analytical, and decision-making skills.
  • Demonstrate proven ability to build consensus and foster collaboration across multiple stakeholders.

Typically, the knowledge required for this position would be obtained through:

  • Significant senior leadership experience, ideally in the public sector with emphasis on planning, policy, or strategy.
  • A master’s degree in the field of public administration, education, business, and/or public policy would be considered an asset.
  • An equivalent combination of education and work experience will be considered.

Compensation will be commensurate with qualifications and experience.
