Your role

CBC/RadioCanada is seeking a strategic and highly skilled Manager to lead the design, oversightand continuous evolution of our regulatory and legal reporting frameworks. In this pivotal role, you will serve as the central connector between broadcast operations, IT, and regulatory stakeholders, ensuring full compliance across our English and French television and audio portfolios—including CBC TV, CBC Kids TV, Kids GEM, Documentary Channel, News Network, News FAST Channels, Entertainment FAST Channels, CBC Music, Radio One, ICI Musique, and ICI Première. While fulfilling contractual obligations to key partners, including SiriusXM and major music rights collectives.

This is a strategic leadership role that requires a rare blend of technical systems expertise, deep knowledge of broadcast policy for video and audio, and the ability to drive complex, multi-year projects across the entire corporation. This includes coordinating and executing acceptance testingfor system issues, upgrades, enhancements, new functionality and new systems. This includessystems such as On-Air, Avatega, Amagi, Cognos, VML 2.0, WideOrbit, RCS/GSelector, Business

Warehouse, and related reporting platforms.

Key Responsibilities :

  • Provide expert guidance and final decisions on processes and workflows across multiple departments and platforms related to CRTC compliance and requirements of contractual agreements.
  • Tracks forecasts and maintains the status of conditions of license across multiple platforms.
  • Lead highimpact initiatives with IT to design and optimize reporting systems (e.g., VML 2.0, WideOrbit, RCS/Gselector, OnAir, Avatega, Cognos, Power BI), driving automated metadata workflows that eliminate manual processes and sharply reduce noncompliance risk.
  • Builds and maintains reports as required across all platforms.
  • Build and maintain high-level relationships with music rights collectives (SOCAN, Re:Sound,
  • Connect, CMRRA) to ensure fair and accurate royalty payments.
  • Liaison between various departments to screen content, prepare & track reports (ie: Regulatory Affairs, BMS, Finance, PMG, CPO Finance, CBCNN Finance, Documentary, B&R, Kids, Digital, Media Sales, Research, News & Current affairs department, Entertainment department).
  • Provides expert guidance on all scheduling decisions across our English and French television and audio portfolios—including CBC TV, CBC Kids TV, Kids GEM, Documentary Channel, News Network, News FAST Channels, Entertainment FAST Channels, CBC Music, Radio One, ICI Musique, and ICI Première—ensuring CBC/Radio Canada wide compliance with CRTC regulations, contractual obligations, and our Diversity & Inclusion commitments.
  • Develop clear, modern operational definitions for the digital landscape—establishing what qualifies as a “stream,” a “podcast,” or an “emerging artist,” grounded in relevant legal and industry standards.
  • Direct and train end-users (Producers, Managers, and Regional MDs) on new workflows to ensure data accuracy without disrupting creative production.
  • Lead a highperforming team by overseeing recruitment, staffing, and backfill planning. Foster a supportive, growthoriented environment through regular coaching, clear development pathways, and proactive talent planning. Ensure the team is empowered, skilled, and resourced to deliver highquality work that aligns with organizational goals.

Qualifications

  • Deep familiarity with CRTC Video and Audio Regulations, Canadian Content (Cancon) requirements, and music industry royalty structures.
  • Advanced understanding of broadcast software (RCS/Gselector, WideOrbit, INews, VML 2.0, On-Air Cognos, Power BI, Avatega, Amagi, Business Warehouse) and the ability to translate business requirements into technical workflows.
  • While the role supports English and French services, the ability to work effectively with French Radio (Radio-Canada) colleagues and systems is an asset.
  • Proven experience leading large-scale, multi-departmental IT or compliance projects that span several years (Avatega).
  • Presenting data analysis in formal and informal settings.
  • Exceptional negotiation skills with the ability to build consensus among senior management, IT and production staff.
