General Description The Analyst, Organizational Effectiveness supports the development and implementation of human resource utilization opportunities aimed at enhancing efficiency, effectiveness, and cost savings across the Municipality. This role applies analytical expertise to evaluate business processes, support organizational design and workforce planning, and report on performance metrics to inform evidence-based decision-making and drive continuous improvement.
Responsibilities
- Working collaboratively across departments, the Analyst gathers and interprets data, identifies opportunities for optimization, and supports the development of actionable solutions. Once recommendations are approved, the Analyst supports the implementation of new systems, processes, and organizational changes to ensure successful adoption and measurable impact. Primary responsibilities of the position include:
- Analysis and Reporting: Conducts detailed analyses of business processes and workflows, organizational structures, staffing levels, work assignments, time and leave reporting, and other metrics to identify opportunities for optimization. Collaborates with other analysts and teams to identify data reporting requirements and gather relevant data. Ensures the integrity and confidentiality of all data throughout collection, analysis, and reporting processes. Supports the development of performance metrics to monitor progress and outcomes of initiatives. Applies data analytics and visualization tools to interpret complex data and present findings in accessible formats.
- Research and Implementation: Leads and supports research initiatives, including benchmarking studies and environmental scans, to identify best practices and emerging trends. Synthesizes research findings into actionable insights that inform organizational strategies and recommendations.
- Assists in the planning and execution of projects, including developing project documentation, tracking milestones, and coordinating engagement. Contributes to preparing reports, presentations, and briefing notes for leadership and project teams, ensuring clarity and relevance of information. Supports change management efforts by preparing communication materials, training resources, and evaluation tools.
- Departmental Advice: Works with departments across the organization to gather input, understand challenges, and provide technical and functional guidance regarding processes, improvements, data analysis methodologies, and organizational effectiveness best practices.
Qualifications KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge and proficiency in statistical analysis and modeling techniques.
- Knowledge of organizational design, change management, and performance measurement frameworks.
- Ability to identify problems, develop solutions, and drive positive organizational change.
- Strong analytical, planning, and problem-solving skills.
- Excellent written and verbal communication skills.
- Proven project and time management skills along with organizational skills.
- Sound judgment and professionalism. Proven ability to be discreet, keep all information and documentation strictly confidential.
- Proven ability in delivering change management initiatives.
- Proven ability to research and benchmark services across internal and external organizations and report findings.
- High computer proficiency including spreadsheets, word processing, and presentations is required.
Education And Experience
- Diploma or degree in Business Administration, Human Resources, Finance, Industrial Engineering, or a related field is required.
- Certification in Human Resources, Organizational Development, Business Analysis, Change Management, and/or Project Management are assets.
- An equivalent combination of education and work experience may be considered.
- Five (5) years of progressive experience in data analysis, business analysis, process improvement, organizational development or a similar role is required.
- Experience working with cross-functional teams and managing projects from inception to completion.
- Experience working in a municipal environment with unionized and non-unionized employees is an asset.
Other Requirements
- Submission of a Criminal Record Check.
- A valid Alberta Class five (5) Operator’s Licence is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.
Safety As an employee of the Regional Municipality of Wood Buffalo, the incumbent is responsible and accountable for knowing and working in accordance with the organization’s Occupational Health and Safety Administrative Directive.
