Position Summary
The Associate Director, Facilities and Operations is responsible for the oversight of Facility Planning & Operations within the College providing a safe, pleasant, functional learning and working environment for the College Community. This includes direction related to planning, management, and stewardship of capital projects (including major equipment installations); oversight of operations and maintenance, grounds, and building systems performance, as well as activities associated with utilities, energy management, environmental monitoring, and special event set-ups. The Associate Director plans, directs, and oversees the daily activities of Facilities and Operations of the College’s Real Estate Portfolio (campuses, satellites, and co-ordination with the Residence and Centennial College Student Association Inc.)

Responsibilities

  • Provides direction and technical expertise to the Real Estate, Sustainability, Facilities Operations (RESFO) team in the implementation of Capital Projects and major maintenance activities, including building systems, finishes, and site services, to guide the future physical development of the institution.

  • Leads the development of the College's annual and multi-year Capital Plan to address facilities renewal, infrastructure upgrades, maintenance priorities, and reduction in Scope 1 and 2 GHG emissions in existing facilities.

  • Directs and oversees Facilities Renovation and Capital Projects, implementing plans and strategies to fulfill environmental stewardship responsibilities, contributes to the colleges decarbonization strategy, and ensure the long-term sustainability of the College’s campuses, facilities, and infrastructure.

  • In consultation with the Manager, Sustainability identifies and develops strategies to incorporate energy conservation, demand-reduction initiatives, and sustainable practices to improve operations and facilities infrastructure.

  • Oversees preventive maintenance schedules and programs to extend asset life cycles and minimize unplanned downtime.

  • Ensures Facilities Renovation and Capital Projects are fully coordinated, providing input and advice on electrical, mechanical, life-safety, and fire alarm system designs to ensure effective integration and future maintainability.

  • Develops and administers the Facilities & Operations budget, operating within allocated resources while ensuring cost-effectiveness.

  • Oversees the development of functional space planning, project management processes, and final approvals for design layouts, project budgets, detailed specifications, tender documents, and construction documentation for all renovations, building expansions, and major maintenance repairs.

  • Oversees project scope development and budget submissions for College and Ministry of Education funded projects through Facilities Renewal and Infrastructure or other initiatives.

  • Assists the AVP, Real Estate Strategy, with short- and long-term Master Campus Development Plans, including space utilization and campus growth forecasts; and both the AVP, Real Estate Strategy and Sustainability Manager on Decarbonization Strategy.

  • As part of strategic visioning, liaises with college stakeholders, including students, staff and management to understand concerns, incorporate feedback, and improve Facilities & Operations services.

  • Monitors industry developments in facility operations, including emerging technologies and best practices, to promote innovation and continuous improvement.

  • Oversees the negotiation, management, and performance evaluation of third-party service contracts to ensure cost efficiency and operational effectiveness.

  • Acts as a key RESFO team member during major campus service interruptions, closures, or emergencies, coordinating communication and operational responses.

  • Collaborates with Health & Safety and Emergency Management teams to implement and monitor programs and ensure compliance with legislation regarding the College’s real property.

  • Provides leadership and direction to staff, establishing goals, determining priorities, work assignments, and staff scheduling.

  • Develops strategic priorities to ensure an effective and proactive response to the College's present and future needs for the operation of properties and facilities.

Qualifications/Experience.

  • Four-year degree in Engineering, Architecture, Project Management, Business Administration or a related discipline, or equivalent.

  • Project Management Professional (PMP) certification or equivalent is an asset.

  • Nine years of progressive experience in facilities management, operations, capital planning, and sustainability within complex institutional environments, including academia and/or the public sector.

  • Demonstrated experience with managing projects on time and on budget.

  • Extensive experience in development and oversight of renovation projects, ensuring compliance with regulatory codes and institutional standards.

  • In-depth knowledge of building codes, occupational health and safety legislation, environmental regulations, sustainability standards (i.e. LEED) and accessibility standards (e.g., AODA), with a proven record of ensuring regulatory compliance across all facilities operations.

  • Demonstrated success in leading multi-site facilities operations, including mechanical, electrical, and building systems performance, preventative maintenance programs, and life cycle asset management.

  • Strong background in utilities management, energy conservation, and sustainability planning, including the integration of environmentally responsible practices into operations and capital projects.

  • Proven leadership in managing third-party maintenance providers, service contracts, and performance standards to ensure cost-effective and efficient service delivery.

  • Demonstrated ability to build and manage high-performing teams, including recruitment, professional development, performance evaluation, and alignment with institutional goals.

  • Experience in stakeholder engagement and overseeing the development of design documentation and budget forecasting for capital initiatives.

  • Significant involvement in emergency preparedness, service interruption response, and business continuity planning.

  • Strong knowledge of procurement and contract administration related to construction, maintenance, and service delivery in large-scale institutional settings.

  • Experienced in budget management, operational planning, and KPI development to track and evaluate facilities performance and customer service standards.

  • Skilled in work order and asset management systems, ensuring data-driven decision-making for service requests, maintenance planning, and resource allocation.

  • Excellent communication and interpersonal skills to collaborate with internal departments, external contractors, consultants, and regulatory bodies.
