Under the limited direction of the Director, the Associate Director, Continuing Studies and Corporate Training (CSCT) Contracts and Community, provides leadership in contract procurement, corporate training, youth programming, staffing, budgeting, proposal writing and program development/administration in accordance with the overall goals of the Division and the mission, values, goals, and policies of Okanagan College. This position works to support and deliver quality educational opportunities that meet the needs of learners, industry and community, and which generate strong financial performance. This position has a strong collaborative focus, engaging with a diverse array of internal and external constituencies, including Indigenous leaders and staff, School Districts, community partners, industry, and other College personnel with the goal of working with stakeholders to identify, design, apply for, negotiate, implement and evaluate training solutions to meet identified requirements. The Associate Director Contracts and Community leads the development of proposal projects, corporate training proposals, youth programming, as well as the implementation of related contract deliverables. This position also manages assigned positions and assists with the development of goals and strategies, as well as oversight of the department’s operation..

Functions and Duties

  1. Works with community, college, industry and other partners to assess education and/or training needs of individual organizations, sectors or broader communities, and initiates appropriate responses to meet these needs; uses data to inform decisions; manages and supports planning, implementation and evaluation of new and existing courses, programs and contracts as required; undertakes regular reviews of programs, projects, and services, and recommends and implements appropriate follow-up actions.

  2. As a member of the Division’s management team, assists with the development and implementation of short and medium range initiatives that are consistent with, and realize progress towards, the Division’s goals and priorities, the department unit plan, as well as policies and procedures; also works to foster and maintain effective communication and coordination within the CSCT Department, the College and the Community.

  3. Provides leadership and supervision of assigned positions within the Division and assists the Director in developing the capabilities of the portfolio through appropriate hiring, supervision, engagement, training, job performance and development; leads, guides, and motivates staff in maintaining required performance standards, customer service and satisfaction levels.

  4. Fosters a professional, team-based work environment and works closely with the Director, Human Resources and employee group representatives to build and maintain positive relations; mentors staff by establishing a respectful working environment, developing a succession plan, coaching and supporting high standards.

  5. In collaboration with the Director, cultivates a learner-centred environment which encourages instructional employees to innovate in both curriculum and program development, as well as learning and teaching.

  6. Administers and ensures adherence to College policies and collective agreements and participates as the designated supervisor in the grievance process; provides input to the College’s negotiating committees as required.

  7. Ensures that staff in the division are familiar with relevant health and safety regulations and receive proper instruction in safe work practices and accident prevention.

  8. Oversees, and coordinates admission, registration, refund, and examination policies/procedures along with other CSCT administrators.

  9. Provides leadership in developing and maintaining effective working relationships, and as appropriate, formal partnerships, with a variety of internal and external groups; liaises with Indigenous organizations, local government offices, school districts, local and provincial advisory boards and committees, businesses, provincial and federal government agencies, community organizations, and with other continuing education organizations and post-secondary institutions.

  10. Plans and monitors student recruitment initiatives and promotional/marketing strategies for program offerings.

  11. Assists the Director with the development, management and reconciliation of the annual operating and capital budgets for the portfolio and specifically for the contract and corporate training programming-forecasting revenue, expenditures to meet financial and performance targets; assists the Director to identify new revenue sources.

  12. Manages the financial performance of the department’s contract and corporate programming; monitors monthly and annual revenue and expenditure statements for each Region; authorizes expenditures within approved budgets and takes corrective action where required.

  13. Ensures a timely and appropriate response to complaints, concerns and suggestions, including customers and students, and provides the initial response to students and instructional members in the resolution of internal conflicts in the delivery of continuing education programs and services; consults as required with members of the Division, and with members of the Management Committee, keeping the Director informed of progress through regular reports; assists the Director with cases that cannot be resolved at a local level.

  14. Participates in, and chairs as appropriate, Division and College-wide committees, teams and task forces as requested by the Director.

  15. Ensures that the Director is informed of emerging issues and makes suggestions on possible daily operations or strategic responses.

  16. Maintains knowledge of current developments in the field of continuing education, as well as future trends and conditions, which may affect Continuing Studies programs and services.

  17. In the absence of the Director, assumes responsibility for the day-to-day operation of the Division.

  18. Performs other duties as assigned.

Education and Experience

Master’s degree or equivalent in a related discipline is preferred. Over 8 years and up to and including 10 years related experience.

Skills and Abilities

  • Excellent oral and written communication skills, including ability to liaise effectively with business and industry

  • Ability to plan and think strategically at a senior level

  • Demonstrated leadership, supervisory and management skills

  • Demonstrated expertise and experience in continuing education program design and development

  • Demonstrated experience in the development of successful education projects with Indigenous communities

  • Demonstrated experience in the development of training solutions for community and industry.

  • -Demonstrated experience in the development of youth programming including camp, sampler and dual credit.

  • Recognized project management skills

  • Excellent research skills with ability to synthesize data/information and develop/deliver findings and recommendations

  • Demonstrated analytical skills and use of data informed decision making relative to program/portfolio renewal and rationalization

  • Experience analyzing enrolment, pricing and other relevant data to inform program portfolio decisions

  • Experience in developing and monitoring complex, multi-department budgets

  • Ability to plan and think strategically and tactically.
