The Economic Investment Services team is in search of a highly-skilled and driven Industrial Growth Hub Program Manager. This is a pivotal role in leading the development and implementation of new and expanded programs and services to support the growth and success of industrial businesses in the City.
As the Industrial Growth Hub Program Manager, you will lead a team of professionals that serve as the primary point of contact for local industrial businesses and potential industrial investors either directly, or through Edmonton Global. The team will execute industrial-focused investment attraction and business retention and expansion strategies, manage the end-to-end client coordination related to final investment decisions, work with existing industrial businesses on retention and expansion, verify industrial investor requirements and develop proposals to encourage industrial investors to locate in the City of Edmonton.

What will you do?
- Develop and implement the Industrial Growth Hub service delivery model, align internal resources, establish and report on performance metrics
- Offer a single primary point of contact for industrial clients
- Provide specialized knowledge and resources tailored to the specific needs of investors and industrial businesses
- Lead the team of industrial investment attraction experts to facilitate interactions with industrial investors and potential industrial businesses that have been forwarded by economic development agencies
- Manage industrial business retention and expansion efforts including ensuring staff members are maintaining regular communication, providing support services for permitting and compliance, working with business owners to improve infrastructure, accessing financial incentives, and facilitating networking opportunities
- Oversee and direct the team to review existing processes, support the reduction of red tape and the creation of process efficiencies to respond faster to and better support industrial businesses and potential investors
- Create and lead the development and delivery of projects and programs to support the operation and efficiency of the industrial growth hub in alignment with corporate, branch and section strategies and policies
- Cultivate and maintain strong relationships with industry leaders, government officials, economic development organizations, educational institutions, and community groups
- Oversee the program's budget, ensuring efficient and effective use of resources
- Serve as a champion, within the organization, for advancing work of the industrial growth hub by including and leveraging internal staff, resources, policies and programs
- Acts as a point of contact for high-profile and high impact industrial investors, providing personalized attention, facilitating investment opportunities and addressing any concerns or challenges that may arise
- Maintain a comprehensive understanding of the federal, provincial, and municipal investment attraction ecosystem
- Report on industrial economic metrics and indicators to Council, ELT, and external partners as needed
Qualifications:
- Knowledge, training and/or education in Business, Economics, Urban Planning, Public Administration, Engineering or a related field
- Experience in project management, strategic business planning, developing and implementing complex economic development
Assets:
- Project Management, Change Management or Economic Development related credentials and certifications
- Experience working with industrial stakeholders in the Edmonton Region
Skills required for success:
- Strong knowledge of economic development including a good understanding of industrial sectors, municipal industrial growth, competitive pressures, issues and economic forecasts
- Ability to develop, lead and motivate highly collaborative teams, ability to inspire and influence others to a shared vision and goals, as well as extensive knowledge and demonstrated skills in project management, research and analysis skills to achieve outcomes and deliverables
- Demonstrated ability to produce investment proposals originating from Requests for Proposals and Requests for Information
- Excellent strategic thinker, with a proven ability to develop strategy, business plans, align and execute implementation plans and achieve results
- Demonstrated ability to work with elected officials, articulate key reports and initiatives and present effective business cases for decision making
- Exceptional business acumen and demonstrated ability to develop and maintain effective strategic relationships within a municipal, business and community context, and with other levels of government
- Excellent negotiating, problem solving and conflict management, analytic, written and verbal communication skills

Conditions of employment and work environment:
- Up to: 1 permanent, full-time position
- Hours of work: 36.9 hours per week, Monday - Friday
- Salary Range: $105,668.310 - $132,083.940 (Annually)
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
- This position is eligible for the EDO program (Earned Day Off)
- Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position, there may be a cost associated with this requirement
- This position will occasionally require working outside of regular working hours on an as-needed basis to engage with industry and attend industry events
- This position will require access to a personal motorized vehicle and a valid Alberta Class 5 Driver’s License (or other provincial equivalent), as there are often meetings and site visits that are not effectively served by transit. This may require the successful applicant to obtain auto business use insurance
