The Opportunity
The City of St. Albert is recruiting an individual to join our Engineering department as a Program Manager.
Reporting to the Director, Engineering, this position will be responsible for the strategic oversight and leadership of a portfolio of projects overseen by a program board, ensuring alignment with project charters and strategic organizational objectives.
The primary project in this portfolio is the Enterprise Maintenance Management-Asset Management (EMM-AM) project that is comprised of a multi-year implementation plan that will consolidate and optimize applications to create a comprehensive platform for managing and maintaining all City owned assets through a Cityworks implementation and related integrations. The incumbent will work closely with the internal and external project managers and teams on the implementation of this project and others in the portfolio including projects for implementing Cityworks Permitting, Licensing and Land Management (PLL), Esri Utility Network (UN), and Esri Enterprise GIS. Other projects for land management may be added to the portfolio as needed over the term of this position.
Responsibilities
- Oversee and monitor multi-year program and project schedules, budgets, and deliverables, with with strategic oversight and decision-making authority.
- Liaise with the program board, project boards, sponsors, executives, and departments to ensure alignment, secure funding, and adjust priorities as needed.
- Provide strategic direction and oversight to project managers within matrix governance structures.
- Review and approve project plans to align with overall program implementation.
- Identify, assess, and mitigate project and portfolio risks by developing risk management strategies and implementing structured issue resolution processes..
- Lead negotiations across procurement, contracts, and resource constraints by coordinating with department heads and resolving cross-functional issues.
- Deliver executive reports, presentations, and briefings, and public communications providing updates on budgets, risks, mitigation strategies, and project progress.
- Represent the program in public forums, including council presentations and media inquiries, and act as spokesperson when required.
- Oversee budgets, staffing, and resource allocation to ensure efficient delivery and maintain project schedules across teams and vendors.
Qualifications

A 4-year bachelor’s degree in business administration, engineering, information technology, construction management, or related field.

A minimum of 8 years of progressive experience in project management, including supervisory experience, preferably in municipal, engineering, IT, or construction sectors.

One of the following professional designations is required: PMP, PRINCE2, P.Eng., PgMP, CPA, or equivalent. More than one is considered an asset.

Change Management (Prosci) and Lean Six Sigma certifications are assets.

Membership to a relevant professional organization (e.g., PMI, APEGA, CIO Association) is desirable.

Proficiency in Microsoft Office Suite and experience with project management software (e.g., MS Project Professional, Primavera, or equivalent).

Experience managing multi-million-dollar projects with high complexity and cross-functional impact with strong leadership and team management skills.

Ability to influence strategic direction and lead cultural change across departments.
-
Ability to present to stakeholders at all levels and in a public setting.

Experience in portfolio management, business analysis and process improvement is an asset.
-
Experience navigating politically sensitive or publicly visible projects within a government or regulated environment.
Equivalent combinations of experience and education may be considered.
Hours of Work
- We offer a compressed bi-weekly work schedule of 72 hours, Monday - Friday, 8:00 – 5:00, with a biweekly regular day off (RDO).
- Benefit from flexible work hours by adjusting your start and end times by 30 or 60 minutes around our core hours of 8 a.m. to 5 p.m.
Compensation

The salary ranges from $112,689 - $135,890 per annum, including a comprehensive benefits package.
