Job Duties

The Manager, Enrolment Services Modernization (ESM) is accountable to the Director, Enrolment Services and Registrar and is responsible for the development, coordination and implementation of the Enrolment Services Modernization program and the various projects included in the program. The manger is responsible for developing and implementing all aspects of the Enrolment Services Modernization program and projects using the Guiding Principles of ESM and the ESM Steering Committee’s priorities that were chosen from the Academica Group plan.

QUALIFICATIONS, SKILLS, ABILITIES AND EXPERIENCE

Specific Accountabilities

Enrolment Services Modernization Leadership

  • Develop and implement annual strategic and operational plans that enact the vision and priorities of the Enrolment Services modernization program.

  • Provide leadership and direction, delegate and monitor the actions of program participants to ensure strategic objectives and operational plans are executed within their approved cost and schedule.

  • Plan and conduct systematic reviews of initiatives with all stakeholders.

  • Actively model and implement principles of management, leadership, mentoring, and motivation.

  • Provide expertise, guidance and advice via the sharing of specialized knowledge.

  • Provide project management expertise, leadership and direction to new initiatives.

  • Provide clear and concise policy interpretation and procedural guidance.

Relationship Management

Internal

  • Work collaboratively with the manager, student information systems to test and evaluate proposed changes to student information systems.

  • Collaborate with the Director Enrolment Services and Registrar and other campus registration services managers in the development and implementation of consistent Saskatchewan Polytechnic strategic plans.

  • Establish and maintain effective relationships with faculty, administrative staff and various Deans, Directors, Associate Deans, etc.

  • Work with project participants reports to address project implementation issues and ensure effective relations.

External

  • Manage complex situations escalated from registration service representatives or other Saskatchewan Polytechnic staff regarding program implementation and operationalization

  • Maintain a network of colleagues at various postsecondary institutions to aid in the sourcing of best practices utilized in the creation and revision of Enrolment Services Modernization operations

Resource Allocation and Management

  • Plan, create, implement and monitor operating and capital budgets associated to the Enrolment Services Modernization program.

  • Monitor financial performance against objectives and conduct regular reviews to ensure adherence to established budgets.

  • Complete and provide quarterly budget reports and corresponding variance explanations.

  • Escalate budgetary concerns to Enrolment Services Modernization program sponsor where staffing/project priorities require reconsideration.

  • Ensure resources are allocated in accordance with Saskatchewan Polytechnic policies and procedures.

  • Develop, implement and monitor innovative solutions to resource challenges.

  • Provide monthly and ad hoc financial reports to the Director Enrolment Services and Registrar and/or project sponsor as required.

People Management

  • Ensure a positive, diverse and inclusive work and learning environment for project participants.

  • Provide mentorship, coaching and development opportunities for project participants to enhance performance and to enable project participants to achieve their accountabilities.

  • Determine and communicate clear performance standards and goals for project participants and hold them accountable for meeting those standards and goals.

  • Ensure that established performance goals for project participants are aligned with the overall strategic goals of the Enrolment Services Modernization program.

  • Maintain a high level of project participants performance through effective use of human resources practices and procedures.

  • Address project participant human resource issues with Directors/Associate Deans.

  • Provide information to project participants about strategic and operational developments within the organization that affect their working environments and how they do their jobs, both in the short- and long-term.

Duties

As a key leader within the enrolment services leadership team, the Manager, Enrolment Services Modernization is accountable to the Director Enrolment Services and Registrar for the development, implementation and maintenance of the enrolment services modernization program at Saskatchewan Polytechnic. In addition to day-to-day management of the program, this position is accountable for the financial management and allocation of campus specific resources, the development, implementation and control of operational and capital plans and budgets, management of student information systems and the development and implementation of new procedures consistent across Saskatchewan Polytechnic. Establishing both short-term and long-term goals, in collaboration with the Director Enrolment Services and Registrar, the manager is responsible for the development and implementation of effective, consistent departmental strategic plans.

This position will act as the resident expert to Deans, Associate Deans, Program Heads and campus administration for all matters pertaining to the program. The manager will be accountable to the Enrolment Services Modernization Steering Committee and where appropriate independent authority for the direction and training of multiple staff to ensure that Saskatchewan Polytechnic is equipped to deliver the best admissions/registration experience possible for its students. The Manager, Enrolment Services Modernization will be accountable for the transfer of knowledge to Enrolment Services Managers who will be responsible for ongoing operationalization of any project.

Travel is required as the Manager, Enrolment Services Modernization is expected to participate as a representative on various Saskatchewan Polytechnic and external committees and working groups.

Required Qualifications, Skills and Abilities (QSA)

A relevant post-graduate degree (e.g.: business administration, educational administration, information systems) and a history of management or supervisory experience in a post-secondary environment with a strong record of relevant progressive achievements. Candidates must demonstrate leadership, strategic planning and project management skills as well as a strong, demonstrated understanding of post-secondary enrolment services and registration services. Candidates must have a strong understanding of technology, including proficiency in common software packages and advanced database training and experience in relevant systems such as Banner/Ellucian. A combination of education and experience may be considered.
