Director, Projects - Lines Portfolio

Position Highlights
The Lines portfolio includes transmission line, telecommunication, protection & controls, and distribution capital projects

across the province. The portfolio includes roughly 60 active projects driven by growth, sustainment and customer line

relocation needs. The projects are diverse, dynamic, high profile and aligned with the government priority of economic

development within the province.

The Lines team has a planned annual spend of more than $400M. Project sizes range from $1M to over $500M, with some

+$1B projects coming in the capital plan. There are 17 Management & Professionals and 5 contract project management

professionals on the team, including two Senior Team Leads and project managers of various levels.

We are seeking an experienced, dynamic, and adaptable professional to join our team as a Project Director. The ideal

candidate will excel in leading teams and safely delivering projects swiftly while maintaining high-quality standards, realize

cost optimization and strengthen team resilience. This role involves working closely with internal and external stakeholders

and First Nations, managing through uncertainty and variability, and leading a team through often urgent and challenging

situations.

What you'll do

Responsibilities include but are not limited to the following:

• Responsible for the successful overall planning and execution of their assigned portfolio of capital projects including

effective communication with BC Hydro executives and key stakeholders and First Nations. The Director provides oversight

to ensure project readiness to move through all phases of the project lifecycle.

• Present funding requests and project status reports to the Executive and the Board of Directors that effectively convey the

economic, financial, technical, regulatory, environmental and legal risks such that sound investment decisions can be made.

Where projects require regulatory approvals, interactions with regulators and regulatory staff may be required to support the

development and implementation of regulatory strategies. These interactions will often be with external parties. The Project

Director is expected to work closely with these parties comprehending their requirements and delivering outstanding

support.

• Resolve highly complex, corporate wide problems and will draw upon their relationship management, negotiation and

communication skills to successfully track and deliver on assigned projects. The Project Director will strive to ensure timely

completion of projects with tight deadlines that demand swift completion. This includes handling challenging and often

changing customer expectations. The Project Director will model the ability to navigate unforeseen change and agility to

inspire their team to be versatile.

• Build an effective team by actively promoting and supporting the development of team members through regular feedback

and coaching, provide guidance and support for their personal development plans and year specific objectives, and help

employees to achieve optimal performance and gain valuable skills that will translate into strong performance in future

roles. A high priority for the incumbent is to lead and motivate their team, fostering a positive environment that may be at

times, uncertain and demanding.

• Set the tone and drive the culture within the team, including taking calculated risks to seize opportunities, using diverse

approaches, and implementing changes while maintaining a stable environment.

• Provide team leadership by building relationships and collaborating with Planning, Stakeholder Engagement, Indigenous

Relations, Engineering, Environment, Finance, Regulatory, Properties, Operations, Legal Counsel, Safety, and

Interconnections.

• Remove barriers to project level issues and resolves escalations concerning project or resourcing issues. Encourage a

“One Hydro” approach to teamwork by drawing on other’s successes and sharing best practices across BC Hydro.

• Clearly establish and communicate expectations and accountabilities to their team; monitor and evaluate performance;

provide guidance on the PPM practice, project planning, supply chain strategies, problem-solving and work smart

opportunities.

• Support project teams and lead high profile, sensitive and complex consultations and hearings with regulators, municipal

and provincial government and crown corporations, interest groups, the public, First Nations, and other stakeholders on a

variety of issues of significant importance to BC Hydro. Projects within this portfolio may navigate through uncertainty and

variability in project conditions. The Project Director is expected to model resiliency, perseverance and agility in meeting

these demands.

• Ensure that commercial, operational, permitting, regulatory and implementation risks are identified, analyzed, prioritized

and communicated and that mitigation strategies are developed. Identifies risks associated with critical equipment/markets

and develops mitigation strategies.

• Keep abreast of best practices for large project execution, control and monitoring and champions innovation and process

improvement

• Champion safety and ensure that safety requirements are fully integrated into all aspects the work.

• Participate with Integrated Planning in the process for the annual and quarterly release of projects and ensure there are

adequate internal and external project manager resources with the appropriate skill set to deliver projects.

• Develop contract strategies related to engineering, procurement and construction. Frequently represent BC Hydro as the

Contract Owner on construction or equipment contracts. Support project teams to reduce BC Hydro’s exposure to contract

claims and participate in contract and claim negotiations with suppliers and contractors.

• Develop succession plans for self and critical positions within the group, manage staff and consultant project manager

resources with the appropriate skill level to deliver the projects in the capital plan for the portfolio, and provide development

through training plans and stretch assignments for team members.

• Regularly meet as a management team (with colleagues) to discuss common issues, strategies, succession planning,

development, lessons learned, workload, resourcing, recruitments, etc. to ensure a one-team approach and consistency

across the portfolios, in leading people and delivering quality capital projects on time and on budget within Project Delivery.

What you bring

• Bachelor’s degree in relevant discipline such as Engineering, Business, or Environmental Sciences or other relevant field.
• Project Management Certification or eligibility to obtain.
• 10 to 15 years related experience in areas of expertise preferably within an electric utility
• Capital intensive environment, with extensive project management knowledge, skills and experience
• Successful completion of major projects (>$100 million budget).
• Ability to operate in a fast-paced dynamic environment, adjusting strategies in response requested changes that are often

urgent in nature.

• Exceptional, proven leadership ability in managing, motivating and developing a team.
• Proven experience fostering a culture of continuously improvement and innovation
• Experience meeting and interacting with Senior Management teams from customers
• Extensive knowledge and understanding of BC Hydro’s business and the interdependencies of the various Business Units.
• Extensive experience collaborating across business groups in a complex environment.
• Excellent report writing, written and oral communications, presentation, and facilitation skills.
• Exceptional planning, organizational, analytical, negotiation, and problem-solving skills.
• Conversant with financial, accounting, and general business management practices.
• Experience leading projects with BCUC Regulatory approvals is a major asset.
• Transmission, Distribution, Protection & Controls and/or Telecom major project experience is an asset.
