Job Summary
The Human Resources Manager partners with operational leaders to plan and deliver practical, people‑focused HR solutions that enable business strategy. This role leads the development of an annual HR plan aligned with the OSCO HR People Plan, ensures consistent HR practices across regions and jurisdictions, and balances HR leadership with hands‑on support for operational leaders and a developing HR team. The Human Resources Manager provides guidance across the full employee lifecycle - including employee relations, performance management, training and development, engagement and culture - while supporting scalable systems and communications to help drive organizational growth.
Responsibilities
- Develop annual HR plan and goals aligned with OSCO HR People Plan
- Partner closely with operational managers to align HR practices with project and business needs
- Translate HR plans into practical, site‑ready solutions that support productivity, engagement and growth
- Ensure consistent HR practices while allowing flexibility to meet regional or project‑specific needs
- Serve as a link between management and employees by handling inquiries, interpreting, evaluating and administering policies and procedures, etc.
- Oversee employee relations matters, including discipline, attendance, accommodations, investigations and conflict resolution
- Ensure HR practices align with employment legislation and industry standards across jurisdictions
- Guide employee lifecycle processes, including performance management, development, succession planning, retention, internal mobility and terminations
- Oversee Ocean Capital Training Programs as well as other training and development initiatives
- Oversee employee engagement survey and coordinate subsequent presentations, focus groups and action plans
- Champion company values and culture across diverse teams and locations
- Lead, coach and develop HR team, fostering strong customer service orientation
- Partner with Ocean Capital HR team on Corporate HR initiatives
- Manage data integrity of employee information within Human Capital Management system
- Oversee corporate communications and company intranet
- Identify and oversee government funding initiatives Oversee company event planning
Technical/Business Requirements
- University degree or diploma in Human Resources, Business Administration, or a related field
- CHRP designation preferred
- 7+ years of progressive HR experience, with exposure to construction, engineering, industrial, or project‑based environments
- Demonstrated experience partnering with operational leaders and supporting field/plant‑based teams
- Previous experience leading or developing an HR team is an asset
- Strong knowledge of employment legislation and HR best practices
- Practical, solutions ‑ oriented approach with strong business judgment
- Comfortable operating in fast ‑ paced, deadline ‑ driven environments
- Strong interpersonal skills with the ability to influence
- Ability to balance strategic priorities with hands ‑ on execution High level of credibility, discretion, and professionalism
