The Ontario Association of Children’s Aid Societies (OACAS) has represented Children’s Aid Societies in Ontario since 1912, providing service in the areas of government relations, communications, information management, education, and training to advocate for the protection and well-being of children.
The Child Welfare Practice & Curriculum Analyst (Learning) is a subject matter expert responsible for translating Ontario child welfare legislation, policy, and frontline practice into high-quality, equity-informed learning and curriculum.
This role is distinct from service delivery functions and focuses on practice interpretation, knowledge mobilization, and sector-wide learning. The Analyst leads the development of practice-based curriculum, facilitates training, and actively engages sector partners—including Children’s Aid Societies, Indigenous Child and Family Well-Being Agencies, and system stakeholders—to ensure learning products reflect current realities, diverse perspectives, and emerging needs.
Working within cross-functional project teams, the role bridges policy, practice, and learning, while strengthening sector relationships through collaboration, consultation, and co-development.
Duties and Responsibilities**:**
Practice & Policy Expertise
- Serves as a subject matter expert on Ontario child welfare legislation, including the Child, Youth and Family Services Act, 2017, and associated standards, tools, and practices
- Interprets and translates legislation, policy, and emerging sector trends into practical, accessible learning content
- Ensures alignment of all curriculum with current provincial frameworks, service models, and practice expectations
- Monitors and analyzes changes in legislation, policy, and sector trends to inform learning priorities
Curriculum Development & Writing
Leads and contributes to the development of curriculum and knowledge translation materials, including:

eLearning scripts and narration

Facilitator guides and speaking notes

Exercises, tools, and assessment questions

Synthesizes complex policy and practice information into clear, concise, and engaging learning content

Ensures curriculum reflects the diversity of roles and experiences across the child welfare continuum

Contributes to sector-facing materials such as reports, briefing notes, and training resources
Training & Facilitation
- Designs and delivers training across multiple modalities, including in-person, virtual, and blended formats
- Facilitates and co-facilitates learning sessions for sector professionals
- Supports facilitator development and Communities of Practice
- Provides coaching, guidance, and subject matter expertise to facilitators, supervisors, and agency partners
Sector Engagement & Partnership
- Leads and facilitates engagement with sector partners, including Children’s Aid Societies, Indigenous agencies, and system stakeholders
- Designs and facilitates consultations, focus groups, and co-development sessions to inform curriculum and learning priorities
- Builds and maintains strong, trust-based relationships to support collaboration and knowledge exchange
- Brings forward sector insights, emerging issues, and practice innovations to inform learning strategy and product development
- Represents OACAS Learning in sector forums, advisory committees, and working groups
Cross-Functional Collaboration
- Works within integrated project teams alongside Instructional Designers, Learning Delivery staff, and project leads
- Collaborates to define learning objectives, shape course structure, and determine delivery approaches
- Ensures practice accuracy while supporting engaging and effective learning design
- Contributes to iterative design processes, incorporating feedback and evaluation findings
Equity, Anti-Oppression & Indigenous Engagement
- Embeds anti-oppressive, anti-racist, and decolonizing approaches across all learning content and delivery
- Centres the experiences of marginalized communities and addresses systemic inequities in child welfare
- Builds relationships with Indigenous partners and supports integration of Indigenous worldviews into curriculum
- Ensures inclusive and representative perspectives are reflected in all learning products
Sector Analysis & Knowledge Mobilization
- Conducts environmental scans and analyzes emerging issues impacting child welfare practice
- Translates research, data, and sector insights into actionable learning strategies
- Recommends effective approaches for dissemination of knowledge across the sector
- Perform other duties as required.
Qualifications**:**
Education and Experience
- Undergraduate or graduate degree in Social Work or a related field
- Minimum 5 years of experience in Ontario child welfare practice
- Demonstrated experience in training, facilitation, and/or curriculum development
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job
Knowledge and Skills**:**
- Deep knowledge of Ontario child welfare legislation, policy, and practice across the service continuum
- Strong curriculum writing and knowledge translation skills
- Experience facilitating training and engaging adult learners
- Understanding of adult learning principles and diverse delivery modalities
- Strong analytical, writing, and communication skills
- Ability to collaborate across teams and engage sector partners effectively
- Strong relationship management, consultation, and facilitation skills
- Commitment to equity, anti-oppression, and decolonizing practice
- Excellent problem-solving skills with the ability to identify and resolve challenges both autonomously and collaboratively
- Strong negotiation skills and ability to foster cooperation, build consensus, gain support and influence decision making and outcomes
- Demonstrated ability to manage competing demands and tight timelines
- Flexibility with the ability to adapt to a rapidly changing environment
- Proficiency in the full suite of Microsoft Office products
Assets**:**
- Bilingual English/French
- Experience working with Indigenous communities and organizations
- Experience in provincial-level initiatives, advisory tables, or sector engagement
