ENKON Environmental Ltd. has an immediate opening for a Senior/Intermediate Regulatory Specialist/Aquatic Biologist with Project Management experience to join our team in our Surrey Office. POSITION: Senior/Intermediate Regulatory Specialist/Aquatic Biologist with Project Management experience to help expand and develop our permitting and fisheries team.

We are looking for an R.P. Bio with a minimum of five to ten (5 to 10) years of experience in planning and permitting projects. The candidate should also be an aquatic biologist (freshwater or marine) with extensive experience within British Columbia, seeking regulatory approvals from DFO, FLNRORD, and municipalities. You are an effective communicator proficient in preparing and reviewing reports that meet regulatory and client requirements, while having experience in leading field programs and mentoring junior team members.

The role involves leading multidisciplinary projects with both public and private sector clients, focused largely in the Lower Mainland and throughout BC.

KEY RESPONSIBILITIES: Coordinate and lead projects with our environmental team; Reporting on a variety of topics pertaining to the natural environment and potential impacts of development for submission to regulatory agencies, including making recommendations for best practice and industry standard mitigation measures; Secure environmental regulatory approvals (DFO, FLNRO) and authorizations to facilitate infrastructure and land development projects; Analyze, evaluate and interpret data while providing results within the scope and objective(s) of the specific project; Coordinate and complete environmental assessments (water quality, wetlands, vegetation, habitat, wildlife, aquatic); Manage project schedules, budgets, and staffing across multiple concurrent files; Prepare technical work plans, cost estimates, and detailed proposals; Liaise with regulators and clients with professionalism and technical expertise; Ability to manage, lead, and mentor junior team members in both office and field settings; Develop business opportunities through proposal writing, client relationships, and public/private sector engagement; Conduct fieldwork to support assessments and construction monitoring as required; and Other duties as assigned/required.

REQUIRED QUALIFICATIONS: Degree in Aquatic Biology, Ecology, Environmental Science, or a related field; Registered Professional Biologist (R.P.Bio) in BC; Minimum 10 years of relevant consulting or industry experience (aquatic focus); · Strong knowledge and experience in the application of relevant Provincial and Federal environmental and natural resource legislation, policies, and professional standards; Demonstrated experience with RAPR, Fisheries Act, and Water Sustainability Act regulatory processes; Proven project management skills, including oversight of multidisciplinary projects; Strong writing and communication skills for both technical and client-facing documents; Knowledge of municipal bylaws and environmental regulations across the Lower Mainland; and Valid BC driver’s license and comfortable working in a variety of field conditions.

PREFERRED QUALIFICATIONS

  • Experience in urban watershed management and low impact design;
  • Experience with water quality sampling, analysis, and interpretation in aquatic environments;
  • Certification in electro-fishing;
  • Experience in hydrometric monitoring and modeling;
  • Direct experience with GPS field data collection (Trimble platforms) and GIS mapping and analysis (ESRI software); and
  • ISA Certified Arborist designation or hazard tree assessment certification (TRAQ) will be considered an asset.
