Job Summary

Reporting to the Manager, Strategy, Product Management & Architecture, the Product Manager will be part of a team responsible for overseeing the lifecycle and strategic roadmap of core platforms and strategic applications utilized at Halton Region. These include Microsoft 365 (M365), SAP, Salesforce, ESRI, Infor, SuccessFactors, Yardi, Workforce Management with plans to expand to additional platforms and applications. The Product Manager we are hiring will specifically manage M365 and one or two additional strategic products.

This position collaborates with all Halton Region departments to drive continuous improvement, advance business goals and manage the evolution of the platforms/applications in alignment with the Halton Region’s Digital Strategy to support innovation to enhance service delivery and digital maturity across all departments.

Duties & Responsibilities

Product Portfolio Management

  • Establish the strategy, vision and goals for the products in the portfolio by collecting and interpreting Halton Region’s departments’ feedback and working with cross-functional teams, specifically Departmental Business Partners, to define the future course of the products.
  • Develop and maintain product roadmaps by understanding and monitoring vendor plans to ensure optimal use and value.
  • Build and leverage strategic partnerships to make recommendations on how best to sequence priorities in relation to the strategic business plan, the product roadmap, solution capabilities, business requirements and Halton Region Digital Strategy.
  • Evaluate and prioritize product initiatives based on user value, business impact, risk, cost and resource availability. Ensure alignment of product goals with department objectives by balancing innovation with sustainability.
  • Conduct regular environmental scans to monitor emerging technologies, legislative changes and municipal trends to inform product strategy.

Product Leadership

  • Oversee and coordinate the Steering Committee(s), by preparing and presenting the product status, roadmaps and strategic recommendations for platforms such as Microsoft 365, ensuring alignment with Halton’s Digital Strategy.
  • Continuously analyze the product’s viability by identifying and tracking relevant KPIs to inform strategic decisions and optimize product performance.
  • Manage the product lifecycle in collaboration with the Halton Cybersecurity team and Digital Enterprise Architect by evaluating potential interfaces and capabilities, mapping out integration plans or evaluating different technology options, and planning the product’s eventual sunset or replacement.

Additional Duties and Responsibilities

Relationship Management

  • Establish and maintain a Community of Practice for the product in close partnership with department teams, fostering shared learning, promoting best practice and aligning product strategies with operational needs.
  • Act as the primary liaison for the product with key business and technical stakeholders to ensure the product continues to deliver operational efficiency.
  • Build trust and maintain strong relationships with internal stakeholders across departments (e.g., Corporate Services, Finance, Health, Social & Community Service and Public Works).
  • Collaborate with department colleagues (e.g., Digital Business Relationship Managers, Project Management Office) as well as the broader community to achieve organizational goals.

Contract and Vendor Management

  • Manage relationships with vendors and implementation partners to support product optimization to meet user requirements.
  • Oversee contract renewals and potential renegotiations in collaboration with Procurement to ensure long term value and compliance.
  • Monitor vendor performance and deliverables to maintain accountability, continuity and alignment with evolving business needs.

Skills & Qualifications

  • Degree or diploma from a recognized University or College in Computer Science, Computer Engineering or any related field.
  • Certified in Project Management Professional (PMP).
  • Six (6) years’ experience as a Project Manager, Product Manager/Product Owner.
  • Proven track record of leading a digital delivery.
  • Strong presentation and analytical skills, having ability to interact optimally with all levels of management.
  • Ability to work within multiple, diverse business processes, technologies, and processing environments at an enterprise level and have experience with Agile development methodology.
  • Experience in a municipal or other government setting and/or supervisory experience and experience with business analysis tools.
  • Agile Product Management Certification.
  • Knowledge of the latest developments and leading practices in the project management industry and profession, (e.g. ITIL, Agile, Lean Six Sigma, PMBOK®) and familiarity.
  • Deep technical expertise and business knowledge of the supported platforms and applications with strong understanding of the impact of changes to Halton business areas.
