Major Purpose Reporting to the Finance Director, Operations, the Senior Analyst of Procurement will be responsible for the development, implementation and ongoing maintenance of procurement processes and tools, including policy development. This role will lead and strategically develop the procurement function to support organizational goals by coordinating sourcing activities, maintaining contracts, ensuring cost-effective, high-quality, and sustainable sourcing of goods and services. The role ensures purchasing decisions are data-informed, timely, and aligned with procurement policies and service standards.

The Senior Analyst will serve as a knowledge and support hub for Procurement and Insurance, collaborating with managers across FCM providing procurement, insurance, and policy development support. The Senior Analyst will maintain technical knowledge and expertise, researching and providing recommendations to the Senior Director, Corporate Services and Finance Director, Operations on procurement, and special projects.

Key Responsibilities Procurement

  • Develop and implement the long-term procurement strategy aligned with the organization’s objectives.
  • Lead procurement transformation initiatives and continuous improvement programs, including developing and maintaining contract templates and tools.
  • Ensure procurement activities adhere to procurement policy, financial controls, audit, legal and regulatory requirements.
  • Supports internal stakeholders on the procuring journey, ensuring procuring requirements are fulfilled in accordance with internal controls working closely with Finance partners.
  • Provides effective operation and strategic advice for the functions of Procurement, Logistics and Contracting.
  • Provides advice and solutions during the resolution of contract disputes.
  • Support end-to-end RFP and contract evaluation processes, including scoring, analysis, and documentation.
  • Create, review, and validate purchase requisitions in the ERP system to ensure accuracy of coding, and alignment with procurement policies.
  • Troubleshoot errors or workflow issues within the ERP, coordinating with Finance and IT as needed.
  • Provides strategic advice related to corporate legal documents, contractual agreements, and procurement processes compliance.
  • Act as a point of contact with external legal counsel for all procurement related legal reviews.
  • Collaborate with internal clients and provide strategic procurement guidance, best practices, and training sessions.
  • Reviews and identifies areas where more effective and competitive contracts could result in significant cost savings and improvements of the quality of services and goods.
  • Recommend and implement improvements to procurement processes, tools, and ERP (Workday).
  • Support partnership and sponsorship agreement process through diligent review process and template creation.
  • Participates in special projects targeted at department and organization wide improvements as determined as part of annual planning and priority setting processes.
  • Supports the Finance Director, Operations for FCM’s Insurance Program (Property & Casualty) including conducting annual renewal of insurance policies working with the insurance broker, in keeping with a renewal strategy established by the Corporate Services Leaders.
  • Collaborates with all the departments on insurance needs. Provides advice on finding the best-in-class insurance package through procurement expertise.

Knowledge, Experience And Skills

  • Bachelor’s degree in a related field (e.g. business administration)
  • Minimum 7+ years' experience in strategic procurement roles.
  • In depth knowledge of strategic sourcing, supplier relationship management, and contract management.
  • Knowledge of supply chain, logistics and material management.
  • Excellent analysis, critical thinking skills; project management an asset.
  • Proven experience developing tools, resources, training content.
  • Excellent attention to detail for the purpose of contract review and policy work, with proven contract management acumen, and ability to understand and interpret policies and guidelines.
  • Procurement designation a plus.
  • Blend of strong technical and interpersonal skills includes exceptional customer service focus and collaboration skills.
  • Highly self-motivated, strong ability to plan and organize own work.
  • Proficiency in procurement systems and analytics tools
  • Excellent Microsoft Office skills include MS Excel, Word, SharePoint, PPT.
  • Excellent oral and written communication skills in English is essential. Ability to work in both official languages (English and French) is an asset.
