Grey County is recruiting a Facilities Supervisor for a 14 month contract in our Economic Development, Tourism and Culture department. The anticipated end date for this contract is July 2027.

Purpose

Reporting to the Business Development Manager, the primary role of the Facilities Operator is to lead facility operations for Grey Roots Museum & Archives and Sydenham Campus. In addition, the Facilities Operator oversees and executes the capital asset plan for Economic Development, Tourism & Culture as per County policy.

This position is responsible for managing maintenance, repair, care taking, and secure operations of Grey Roots Museum and Archives and Sydenham Campus and surrounding property to ensure the convenience, comfort and safety of the visiting public, volunteers, staff and assets.

Responsibilities

  • Manages daily operations for building, village, and property maintenance, including repairs, upgrades, and security. Handles mechanical, electrical, plumbing, HVAC, and security systems within skill limits before engaging and managing contractors.
  • Manages lease negotiations and agreements with tenants; maintains a dialogue with clients and staff to keep all users informed of facility information.
  • Plans and schedules maintenance and care for all buildings and grounds in the EDTC portfolio.
  • Implementing preventative maintenance programs for the EDTC facilities
  • Assisting with building/facility condition assessment updates and contributing to asset management reports supporting corporate sustainability goals and energy efficiency initiatives
  • Conducts inspections for in-house systems and ensures compliance with Fire and Building codes; maintains awareness of all facility activities.
  • Manages financial planning for physical assets, including budgets, capital forecasts, and related reports.
  • Manages the complete capital purchasing process for the facilities as per approved policies.
  • Provides leadership to staff, fostering motivation and recognition.
  • Coordinates the purchasing for Sydenham and Grey Roots
  • Coordinates purchasing with other building supervisors/managers and develops strategies for bulk buying and shared services.
  • Maintains health and safety standards for chemical use, including proper equipment, documentation, and inventory.
  • Ensures compliance with the Joint Health and Safety Act to mitigate employer liability.
  • Tracks supplies and prepares annual reports on fuel use, energy costs, and inventory.
  • Development and maintenance of policy and procedure manuals.
  • Performs administrative duties including completing forms, supply sourcing and ordering; maintains inventory of maker space equipment.
  • Ongoing review and evaluation of products and procedures for quality and effectiveness.
  • Supervises staff, coordinates work orders and task assignments.
  • Upholds personal responsibility for occupational health and safety.
  • Responsible, as an Operator, for the Health and Safety of staff.
  • Performs other duties as assigned.

Working Conditions

Normal work is thirty-five (35) hours per week. Flexibility and willingness to work irregular hours on evenings or weekends will be required as determined by the operational hours of Grey Roots Museum and Archives and Sydenham Campus. Work may be performed on or off-site, in conjunction with special events, programs, promotions or other related contingencies. Compensation for the same will be in accordance with County policies. Some overtime and/or shift work may be required to meet requirements of the position to respond to security calls may occur at odd hours of the day or night.

Knowledge and Skill

  • Two-year post-secondary diploma in business administration, project management, skilled trades, or related field; combined with three years’ experience in property management.
  • A combination of skills and working knowledge in buildings maintenance, repair and care taking, landscaping and the operation of heating, plumbing, electrical, electronic controls, security, ventilation, and cooling equipment.
  • Experience and training in software and systems such as Building Automation Systems, Procurement Software, Budgeting Software and Microsoft Office.
  • Knowledge and appreciation of building plans/blue prints building and property development purposes.
  • Ability to prepare requests for proposals/tenders/quotations, estimates and reports for budgeting and capital asset management.
  • Understand and follow all applicable legislation, policies, and procedures; ability to strategically develop policies and procedures are applicable.
  • Requires strong written and verbal communication skills and the ability to communicate consistently and effectively with stakeholders to represent the corporation.
  • Strong leadership skills and innovative thinking; positive team player with excellent communication, interpersonal, negotiation and conflict resolution skills.
  • Familiarity with TSSA Steam Operations, Small Water Drinking Systems, is considered an asset.
  • Ability to prioritize and multi-task.
  • Working at Heights, Ladder Safety and Mobile Elevated Work Platform training are considered assets.

Impact of Error

Damage to machinery, tools and equipment will increase cost to County and could impact budgets. Risk of physical injury and potential liability if buildings and property are not kept safe. Poor maintenance creates an unfavorable public image for the County. Poor long-term capital planning results in budget fluctuations which impact the tax levy.

Loss or damage to often-irreplaceable artefact material in the course of conservation, restoration, exhibits preparation and demonstration. Loss or damage to tools and shop machinery through careless or improper use.

Statutory liability due to neglect of duties through legislation concerning the operation of the water system and the Occupational Health and Safety Act.

Potential reputational risk and stakeholder dissatisfaction due to poor facility conditions.

Statutory liability related to fire safety, water systems, and hazardous materials handling.
