Join the Ministry of Transportation's Major Highway Projects Division and help deliver some of the most significant, once-in-a-generation infrastructure investments in Ontario.

As a Senior Construction Cost Analyst within the Project Delivery and Controls Branch you will play a key role in supporting the successful delivery of large, complex highway projects across the province. In this subject matter expert position, you will lead and support critical project control functions, including construction costing, estimating, tendering, and qualification control throughout the full project life cycle. Working alongside a team of experienced financial and project controls professionals, and with skilled professionals across the ministry, you will contribute to robust financial stewardship, cost assurance, and the effective management of the division's portfolio of major highway initiatives.

##About the job

In this position you will:

  • Analyze contract data, bid prices, market prices, economic data, labour force data and cost drivers to prepare bulletins, reports, manuals, and guides concerning all matters related to infrastructure construction and management costs
  • Assess and identify potential impacts and risks emanating from research, analysis and risk assessments and provide direction regarding change requirements and new contract delivery and oversight models for implementation
  • Prepare recommendations, and reports, reviews bidding trends and contract procedures in order to provide expert advice and offer costing and estimating suggestions/changes to minimize cost and improve contract bidability
  • Lead and coordinates alternative contract delivery, including analysis of contract terms and conditions for engineering, highway construction and maintenance contract delivery
  • Provide consultative technical advice, support and guidance to regional and provincial staff and management on estimating and industry trends and initiatives
  • Provide the ministry, interprovincial/federal counterparts, external agencies, contractors, consultants, and municipalities with contract model analysis, risk assessment expertise and authoritative interpretations

##What you bring to the team

###Construction Knowledge:

  • Understanding of provincial and ministry legislation, strategic directions, program areas, policies and practices in the areas of ministry program planning, design, construction, maintenance, and operations functions, operational planning, financial management, and policy development
  • Knowledge and skills with planning, design, construction, maintenance and operations functions and delivery methods contract management and oversight approached, asset management principles, and contract management principles of private and public sector partnerships

###Project, Program and Change Management Skills:

  • Project planning, business management and change management skills and techniques, and program analysis methods, including benchmarking, performance measures, reengineering, and resource management, to lead projects to strict deadline and to conduct analyses of systems and practices
  • Understanding of government consultant assignment/procurement policies and processes, to hire and manage consultants working on change initiatives.

###Oral and Written Communications Skills:

  • Oral and written communications to prepare and present project findings, technical reports, analyses, briefing materials, correspondence, and to represent the Division on internal and external committees, task forces and training created to develop, review, and amend ministry polices, standards, procedures, and manuals.

###Computer Skills:

  • Advanced computer applications for word processing, spreadsheets, and presentations, including knowledge of accounting software systems, information and data management techniques using a variety of computer software packages to prepare own materials
