Area Of Responsibility The Corporate Projects team delivers on large, complex building-projects. The Senior Advisor will leverage their P3 (public-private-partnership) expertise to help manage private sector partners working with the City to successfully deliver on projects considered Council Priorities. Reporting to the Manager of Corporate Projects, the Senior Advisor will play a pivotal role in the successful delivery of these projects.
The Senior Advisor is an integral member of an interdepartmental team with the Office of the CAO. They will work closely with builders/developers, internal and external stakeholders, consultants, and leadership to ensure project delivery is aligned with the City’s multi-year capital plans and strategic objectives. The Senior Advisor will make sure projects such as Centre for Innovation, Heritage Theatre and Southern Block, and City Lands are delivered efficiently and cost effectively. The goal is to bring to fruition large-scale development projects with minimum financial impact to Brampton residents.
LEAD PROJECT IMPLEMENTATIONS
- Manage project lifecycles and support the delivery of the key projects using public-private partnerships model (P3).
- Review, interpret and provide input on agreements, technical studies, contracts and procurement documents, and ensure deliverables meet performance expectations.
- Navigate legislative, financial, planning, and legal, and procurement frameworks to ensure compliance and innovation.
- Anticipate and manage risks through proactive planning and collaborative resolution.
- Implementing sound project management practices and tools to enable effective project delivery, and identify opportunities to streamline workflows and improve processes.
STAKEHOLDER MANAGEMENT
- Lead negotiations with internal departments, developers, consultants, and external partners.
- Facilitate project meetings, consultations, workshops, and briefings with key stakeholder groups.
- Coordinate across planning, real estate, legal, construction & development, and various internal teams
- Apply political acumen and diplomacy when resolving issues, conflicts, and alignment gaps.
- Develop stakeholder engagement strategies to build consensus around complex initiatives.
COMMUNICATIONS AND REPORTING
- Leading Council reports and presentations, briefing notes, and presentations on project updates.
- Brief and advise project teams, key stakeholders, senior leadership and Council with consideration for legal risk, fiscal impact, and governance.
- Review and revise project documents, news releases, media inquiries, website content and other related communications efforts.
- Develop, monitor and document progress against key performance indicators.
PROBLEM-SOLVING AND ADVISORY
- Provide strategic recommendations based on research, principles, frameworks and stakeholder input and feedback.
- Conduct due diligence reviews and interpret legal agreements, contracts, procurement clauses, and key terms.
- Monitor legislative and regulatory developments that affect project design or implementation.
- Solve problems through innovative, cross-sector solutions and adaptive leadership.
TEAMWORK
- Collaborate with diverse groups to achieve common goals and objectives.
- Participate and elevate the effectiveness as a member of cross-functional teams.
- Provide support to other areas within the Office of the CAO as required.
- Supervise and mentor summer students and junior staff.
- Champion and be a steward of corporate values.
Education SELECTION CRITERIA:
- Post-secondary degree in Urban Planning, Architecture, Public Administration, Business, or a related field.
Experience
- 6-8 years of progressively responsible experience in complex urban development or municipal initiatives involving development, construction, land use planning, or strategic projects.
- Demonstrated experience working on public-private partnerships or alternative project delivery models is desirable.
- Knowledge of relevant municipal legislation (e.g. Development Charges Act, Municipal Act, etc.) is considered an asset.
Other Skills And Assets
- Understanding of planning processes, zoning, real estate development, and construction delivery is preferred.
- Familiarity with reviewing contract terms, procurement law, or public agreements.
- Strong facilitation and negotiation skills with proven ability to manage conflict and consensus.
- Demonstrate curiosity, flexibility, and the ability to work in rapidly evolving contexts.
- Balance competing priorities and respond quickly to changes in direction.
- Politically astute, with a clear understanding of the municipal environment and Council dynamics.
- Analytical thinker with strong written, verbal, and presentation skills.
