Position Description

SickKids' Facilities Project Management Office is seeking a Manager, Facilities Project Management Office (FPMO)

The Manager, FPMO (Facilities Project Management Office) plays a pivotal leadership role, overseeing a team of dedicated Project Managers and Coordinators. This role is responsible for managing the FPMO team in the implementation of Capital Redevelopment projects, with project values ranging from $5,000 to $50 million, from initial conception through to final occupancy.

The Manager, FPMO, is accountable to ensure that these projects are delivered on time and within budget, adhering to the highest standards of efficiency, effectiveness, and compliance with all relevant regulatory requirements.

Working in close collaboration with a diverse range of senior and executive-level hospital leaders and project stakeholders, the Manager, FPMO ensures that project timelines and deliverables are met in alignment with the Hospital's mission, vision, values, and strategic directions.

This role demands a proactive, organized, and collaborative leader who excels at multitasking, problem-solving, and facilitating the delivery of complex projects in a dynamic healthcare environment.

Here's What You'll Get to do

Project Leadership

  • Prepare reports or presentations to senior management
  • Develop or manage the development of project management tools, templates, checklists, manuals and methods for the department to enhance efficiency and provide consistency on project delivery
  • Ensure accurate and complete documentation is available for each of the projects from inception, through construction, occupancy and operation stages, and for final archives
  • Develop and implement systems to monitor progress on all projects and prepare progress reports for committees, departments, and Senior Management
  • Monitor the performance of the Consultants, Contractors, Project Management Team and implement corrective action where necessary
  • Communicate project results to the executive leads, project sponsors, project managers and key stakeholders and make recommendations to project stakeholders (as appropriate) regarding the long-term implementation of project initiatives based on learning gained during the project lifecycle

Project Management

  • Interface with Consultants, Ministry of Health, Building Officials and other organizations and regulatory bodies to ensure that they are properly informed during the development process, where required
  • Ensure all internal and external project approvals are received, such as Building Permits, Occupancy Certificates and Ministry of Health
  • Develop Vendor of Records (VOR) for Contractors and Consultants as required
  • Ensure project objectives are being achieved through the application of sound project management
  • Chair and facilitate meetings with internal and external stakeholders in identifying and, where possible, resolving conflicts which arise in the development process
  • Review and authorize project documents as required, or submit for formal review as appropriate.
  • Apply effective facilitation, communication and negotiation skills, work with project sponsors, executive leads and other key stakeholders to prioritize and scope project objectives, tasks and timelines with the goal of optimizing achievement of project deliverables on schedule and within budget for projects of small and/ or medium scope that involve multiple programs/portfolios and/or have cross organizational impact
  • Facilitate meetings with senior leaders and key stakeholders throughout the project lifecycle, to ensure positive tracking against project milestones and financial metrics, ensuring the project will be completed on time and within budget
  • Ensure the delivery of project status reports to the project sponsors, executive leads, key stakeholders and/or to the senior leadership team. When necessary (e.g. project timelines and budget may not be met), bring forward options and recommendations for corrective action in order to meet objectives, keeping in mind political and/organizational sensitivities

People Management and Development

  • Mentor, train and educate staff in project management delivery, and client relationship management
  • Forecast and manage team project resources
  • Contribute to a culture of positive performance management through leadership, setting and maintaining high standard of practice
  • Actively support and empower staff to develop and utilize leadership skills, ensuring they are invested in appropriate levels of authority to validate their role effectively in an accountable manner
  • Lead by example in practicing the highest standards of conduct in accordance with the Hospital's code of conduct
  • Review regularly the performance of staff. Provide guidance in personal development requirements and advise on and initiate further training when appropriate.
  • Participate as required in the selection and appointment of staff
  • Take action as may be necessary in disciplinary matters

Relationship Management

  • When required, interface with users, consultants, project managers or team members, municipality, Ministry and other organizations and regulatory bodies to ensure that they are properly briefed during the development process. Also, when required, interface with users, contractors, consultants, project managers or team members, vendors, independent inspection and testing agencies, legal counsel, and building authorities during construction
  • Draw upon expert-level negotiation skills and conflict resolution strategies to work with external and internal stakeholders, obtain buy-in and support to ensure the success of projects and the achievement of win-win strategies for all parties
  • Build effective relationships with senior leaders and executive sponsors and can guide and influence decision making relative to project strategy, risk and outcomes
  • Liaise with other teams and committees at SickKids, external partners/clients, other hospitals and government officials where necessary, to develop opportunities to exchange information to incorporate new knowledge into project plans as appropriate

Here's What You'll Need

  • A bachelor's degree in engineering or architecture discipline and corresponding professional status, P.ENG or OAA or an equivalent combination of academic and practical experience.
  • A minimum of 10 years' experience in the design and implementation of increasingly complex construction, renovation, and space-related projects in the health care sector
  • Understand contract law as it applies to the methods of tendering and project procurement, and the construction industry
  • Familiarity with all types of construction project delivery models
  • Understanding of healthcare design, principles, and evidence-based design
  • Experience with MOH Capital Planning processes and approvals, OH processes and approvals, and uniqueness of a healthcare setting
  • Understands the Broader Public Sector Directives
  • Understanding of Construction Contract Document Council documents, especially CCDC-2. Must understand how a contract is put together, and must have the capability to make revisions to the supplementary conditions and administer the contract after execution
  • Exemplary communication, facilitation, interpersonal and listening skills; experience successfully supporting diverse groups by learning and understanding their needs and objectives; experience establishing credibility and working relationships at all levels of the organization; solid sense of confidentiality and discretion
  • Ability to balance and integrate the needs of stakeholders into strategies and solutions that align with the Hospital's strategic directions and meet program/ department/ portfolio requirements.
  • Innovative and creative problem solver; demonstrates exceptional judgment and decision-making skills
  • Demonstrated ability to work under pressure, meet deadlines, and successfully manage in a complex, fast-paced environment with multiple and shifting priorities
  • Demonstrated change management skills, including conducting systems, business and financial risk assessments, and communicating change to key stakeholders
  • Demonstrated commitment and actions in advancing equity, diversity, and inclusion objectives
  • Recognized project management status (PMP) is an asset. Experience from the general contracting sector is an asset

Employment Type: Full Time, Permanent, Onsite (1.0 FTE, 35 hours/week)
