Job Description
Our Analysis & Reporting Accountant II does interim and final budget, quarterly and year-end financial reporting and monthly financial analysis. Each Analysis & Reporting Accountant works cooperatively and collaboratively with County departments assigned to their position to achieve County and Council objectives and acts as the first point of contact for departmental staff.
Job Duties and Responsibilities:
Department Support:
- Receives assigned department inquiries; provides research and advice on financial matters and reviews monthly forecasts for reasonableness.
- Evaluates and analyzes County initiatives from a financial impact perspective.
- Provides financial expertise for a variety of projects, long range financial plans and strategic initiatives.
- Analyzes and identifies financial impacts, trends, and areas where cost savings or efficiencies may be attained and provides financial information related to budget.
- Monitors assigned departments for adherence to financial policies, business processes, and financial reporting deadlines. Collaborates with the department and Director to resolve any issues.
- Assists with the research and development of financial policies.
- Supports assigned departments to review and interpret monthly financial reports.
- Assists with long range planning & forecasting.
Budget Preparation:
- Determines the needs and requirements of assigned departments to develop budgets that support business and strategic plans.
- Analyzes material operating and capital budget changes.
- Advises assigned departmental managers on appropriate funding sources for proposed projects.
- Attends internal budget meetings with assigned departments, and budget negotiations with Council.
Financial Reporting (Capital):
- Reconciles capital assets and the fixed asset sub-ledger, including addition of new assets and amortization process. Ensures that departmental assets are properly classified, and appropriate useful lives and depreciation rates are applied.
- Reconciles capital projects throughout the year and at year-end, and provide quarterly progress reports to Council.
- Contributes to audit working papers for transactions related to capital projects, tangible capital assets, depreciation and reserves.
Financial Reporting (Operating):
- Assists with operational software processes and reconciliations, including review, and reconciliation of inventory.
- Contributes to audit working papers for departmental areas include operational project carryforward requests, accrued receivables and payables, prepaid expenses, etc.
- Demonstrates continuous positive effort to improve operations, analyze trends, decrease turnaround times, streamline work processes while ensuring quality, and working cooperatively and jointly to provide quality seamless customer service.
- Manages and analyzes long term debt levels and impact on budget.
- Application and reporting of Provincial and Federal grants.
- Works with Planning department on endeavors to assist.
Asset Management/Insurance:
- Supports data collection, database management and enterprise asset management system operation on County’s asset inventory.
- Responsible for development of policies, procedures and processes related to asset management.
- Operational support of infrastructure information, maintaining data integrity and developing data architecture.
- Performs data analysis and queries of asset data, to be used for reporting and planning purposes by various departments.
- Prepares and maintains long range plans for all asset classes, conducting analysis for future financial requirements.
- Review insurance schedules and reconcile to asset/employee listing
- Submit additions/cancellations to insurance as units/properties are added and disposed throughout the year.
Qualifications
Education and Experience:
- Business or Accounting Degree
- Canadian Professional Accounting Designation (preferred)
- Minimum five years’ experience in accounting and finance functions
- Three years of municipal finance experience
- An equivalent combination of education and experience may be considered
Knowledge, Skills and Abilities:
- Generally Accepted Accounting Principles, and Public Sector Accounting
- Financial obligations under the Municipal Government Act
- Advanced computer skills
- Superior organizational skills in order to plan own workload and workload of others
- Excellent interpersonal skills and superior ability to communicate effectively both verbally and in writing
- Ability to prioritize and manage work tasks to achieve results within acceptable timeframes
- Ability to keep financial records and prepare reports with a high degree of accuracy
- Tact and sound judgment
- Familiar with ATIA and POPA requirements

This permanent full-time position entails a 35-hour work week. Monday to Friday from 8:30 to 4:30 with some overtime as required.

Pay Rate: $46.79 - $70.96
