Job Summary
The Associate HR Strategic Partner is responsible for providing strategic and operational support to the Director, Strategic Partnerships in ensuring the effective integration of Human Resources within NAV CANADA’s current and future strategic programs. This management role is accountable for overseeing HR activities tied to transformation initiatives, ensuring alignment with corporate HR and Labour Relations (LR) philosophies and practices.
The Partner develops frameworks, business cases, and roadmaps to guide the strategic integration of HR initiatives, enable informed decision-making, and ensure alignment with organizational priorities and transformation objectives. The role also participates in the risk management process, proactively recommending mitigation strategies and addressing interdependencies across the strategic portfolio. In collaboration with HR and LR Centers of Expertise (COEs), the Partner provides strategic guidance and alignment through complex organizational changes, including role redesign, workforce impacts, and change leadership.

In this role you will:
Strategic HR Integration & Program Planning
- Collaborates with the Director, Strategic Partnerships and key stakeholders to develop and monitor annual and multi-year HR plans that align with Strategic Programs and highlight areas requiring HR realignment.
- Leads cross-functional initiatives, including SME workshops, to ensure long-term HR planning aligns with overall Strategic Program objectives.
- Develops integrated business cases, roadmaps, and project plans with clear priorities, milestones, and resource requirements in collaboration with stakeholders.
- Analyzes workforce demographics and staffing plans in coordination with Workforce Planning, HR Systems, and Talent Management to ensure alignment with long-term HR strategies.
- Partners with HR Centers of Expertise (COEs) to conduct research, identify emerging trends, and advise senior leadership on HR impacts, risks, and strategic considerations.
Program Execution & Operational Support
- Collaborates with business partners to integrate HR and Labour Relations (LR) considerations into change management plans, supporting the effective execution of Strategic HR initiatives.
- Supports the Director, Strategic Partnerships in securing program sponsorship and commitment to HR initiatives, ensuring alignment with HR and LR strategies for the Strategic Programs.
- Provides expert, balanced advice to stakeholders—including bargaining agents, management, program teams, and LR leadership—on HR strategies, risks, and decisions.
- Develops and delivers actionable recommendations for process enhancements, risk mitigation, and performance monitoring, using defined metrics to assess progress against HR plans.
- Supports senior management in addressing complex and sensitive organizational issues that could impact the HR Strategy and the successful implementation of strategic initiatives.
Compliance, Governance and Quality Assurance
- Participates in the development of HR-related policies, procedures, and standards to ensure alignment with safety, operational, and efficiency requirements during transformational changes.
- Conducts analysis and quality assurance of HR deliverables, including HR plans, demographic data, and stakeholder engagement materials, to ensure consistency, accuracy, and alignment with program objectives.
- Ensures sensitive and confidential information—such as labour relations matters and internal business materials—is handled with discretion and in accordance with governance and privacy policies.
Stakeholder Engagement and Communication
- Builds and maintains strong relationships with internal and external stakeholders, providing consultation and guidance to advance HR goals and support strategic objectives.
- Advises on communication and engagement strategies related to HR and LR impacts, collaborating with program teams, bargaining agents, and stakeholders to gather input and drive strategic change.
- Develops and delivers presentations, reports, and briefing materials to support decision-making and change management, highlighting risks, mitigation, and improvement opportunities.
- Ensures accurate documentation and reporting of HR analytics and plans, staying informed on changes and adjusting implementation strategies as needed.
- Collaborates across organizational levels, including HR COEs, to prevent and/or resolve any potential labour issues, leverage expertise, and ensure successful execution of HR initiatives within Strategic Programs.
Leadership
- Coaches teams to ensure alignment with organizational expectations.
- Provides project leadership to cross-functional and matrixed teams, translating corporate goals into actionable project objectives and performance indicators.
What you bring:
- University degree in Human Resource Management or related field, or equivalent combination of education and experience
- Five (5) years’ progressive Human Resources, including three (3) years’ in Labour Relations environment experience with a understanding of grievances, principles of collective bargaining, building proactive relationships with union leadership.
- Minimum three (3) years’ experience of HR Generalist experience including developing business relationships with internal clients. Experience working in high-performance, multi-stakeholder teams.
- Experience conducting high level labour relations analysis.
- Experience dealing with highly sensitive and confidential information. Proven track record in strategy and transformation development with ability to meet goals and performance measures in a timely fashion.
- Knowledge of relevant labour and employment legislation, including employment law ruling and trending human resources practices.
- Understanding of the theories, principles and techniques of collective bargaining agreement administration / interpretation and collective bargaining.
- Knowledge of NAV CANADA HR policies.
- Knowledge of Change Management, risk management and project management methodologies and practices.
- Knowledge of the NAV Canada organizational structure, interrelationships, technology and airspace structure.
- Understanding of effective governance frameworks to enable proper planning and alignment.
- Knowledge of risk, impact and gap analysis principles and practices.
