The Opportunity

The Government of Saskatchewan is seeking a visionary and strategic senior executive who is committed to building organizational value through leadership, collaboration and results.

The Assistant Deputy Minister, Income Assistance is responsible for leading the development of the strategic direction for the Ministry's Income Assistance programs. The position provided leadership and direction to income assistance programs to ensure that Saskatchewan Citizens have the opportunity to build better lives for themselves through economic independence, strong families and strong community organizations.

Responsibilities

Working directly with the Deputy Minister, this position is part of the executive team that shares responsibility for the development, planning and implementation of a strategic direction that is aligned with government direction and ensures a ministry-wide perspective is incorporated into the delivery of a diverse range of programs and services for the citizens of Saskatchewan.

As the Assistant Deputy Minister, you will be responsible for:

  • Advancing the strategic direction for income assistance to improve client outcomes and provide simpler, more transparent, client-friendly and sustainable programs and services;
  • Analyzing existing systems and structure for efficiency and effectiveness, and develop integration strategies across divisions and with other government and non-government systems;
  • Providing strategic options, comprehensive policy advice, briefing papers, recommendations and perspectives to the Deputy Minister on functions, activities and issues;
  • Engaging with employees and community partners to build strong relationships through effective communication, coordination and innovative solutions to support clients and help them to achieve their goals;
  • Managing fiscal and human resources to ensure the effective use of resources in meeting Ministry plan objective; and
  • Continuing to improve efficiency and effectiveness of income assistance programs through policies, processes and implementation of a new information technology system to support business operations.

Background and Competency Requirements

This opportunity is for experienced senior executives with an exceptional history of achieving results in collaborative environments, ideally within the field of program or service development and public financial management. In addition, you will have:

  • Leadership strengths that promote inclusion, engagement and foster an innovative, collaborative environment;
  • A solid track record of building and maintaining credible relationships across a diverse group of internal and external stakeholders;
  • In-depth knowledge of government legislative and regulatory processes and protocols, in particular as it relates to public policy development and financial management;
  • Proven capability to identify and deliver key strategic insights, counsel and policy to ensure decision making is made with the best possible advice;
  • Demonstrated ability to build commitment through collaboration, consultation and consideration of citizen and stakeholder impacts;
  • Well established consensus-building skills, strong leadership and team-building skills, with an ability to mentor and develop staff to a high level of accountability; and
  • Exceptional diplomacy, with well-developed written and oral communication skills and the ability to work with, and influence, a variety of stakeholders.
