Halifax Regional Municipality is inviting applications for the full- time permanent position of Manager By-law Standards in the Community Standards & Compliance division of Community Safety.

Reporting to the Director, Community Standards & Compliance, the Manager By-Law Standards is responsible for the effective leadership and management of the By-Law Standards team in the Community Standards & Compliance Division which is comprised of three units: By-Law Enforcement Services, Animal Services and Parks & Housing and Homelessness.
The three areas within the unit respond to public safety and community standard issues. These services include managing policy, enforcement and administration of HRM By-Laws including curbside solid waste and snow and ice, noise, commercial containers, derelict buildings, vending, sidewalk café’s, temporary signs, taxis and limousines, vehicles for hire, animals running at large, injured, lost or found, parks bylaw violations, encampments and the Halifax Regional Charter, Part XV Dangerous or Unsightly Premises.
The Manager develops and implements policy changes and sets the strategic direction for the section. The Manager prepares and oversees the section’s business plan and annual budget. The Manager is also responsible to align the section’s deliverables with the corporate strategic plan and foster and maintain productive relationships with industry clients, internal and external departments and Regional Council.
DUTIES AND RESPONSIBILITIES:
- Accountable for the three (3) sections within By-Law Standards: By-Law Enforcement Services, Animal Services and Parks and Housing and Homelessness.
- Prepares section business plan in line with the Regional Plan, Council’s vision and Business unit objectives.
- Manages the financial, physical and human resources of several million dollars to enhance services.
- Accountable for the enforcement and administration of by-laws to ensure public health and safety standards are met, approved community standards are adhered to and the public interests are served.
- Accountable for establishing HRM policies, standard operating procedures and safe work practices for the section.
- Implements and achieves short and long term goals as outlined in the business plan.
- Facilitates the development, implementation and re-engineering of internal standard operating procedures.
- Ensures compliance with Labour Laws and safety standards.
- Responsible as lead in writing, reviewing and amending the by-laws specific to this section’s regulatory responsibility.
- Serves as Management Chair of the Appeals Standing Committee of Regional Council
- Accountable for the preparation, submission for approval and management of an operating budget.
- Conducts short and long term financial planning and forecasting for the development of budgets and establishes financial management systems to ensure sections budgets are implemented in accordance with Regional Council direction and business plan.
- Creates detailed work plans identifying project costs, deliverables, resource allocation, benefits and schedules for implementation and evaluation.
- Accountable for overseeing the animal sheltering and after hours contracted service
- Recommends and presents policy changes to Regional Council for approval.
- Implements changes to standard operating procedures within the service areas.
- Works with managers in other business units to achieve corporate outcomes.
- Collaborates in the development of the strategic direction for the division.
- Sets priorities on the delivery of services and ensures service level standards are met.
- Facilitates change to enhance effectiveness and efficiency.

- Evaluates the section’s customer service standards against the corporate standards on an on-going basis.
- Responds to daily concerns, issues and requests of Regional Councillors.
- Prepares and presents reports to Regional and Community Councils.
- Interacts sensitively and respectfully with diverse individuals and groups.
- Promotes a safe, welcoming and inclusive environment.
- Collaborates with other levels of government whose activities impact service delivery.
- Requirement to attend court and testify as a witness or subject matter expert as required.
- Responsible for implementing and complying with HRM Corporate Occupational Health & Safety policies, Business Unit (BU) specific safety policies, the NS Occupational Health & Safety Act and the safety regulations applicable to the work activity.
- Accountable and responsible for work safety environment of the section by: ensuring that equipment, machines, facilities and materials are maintained in a safe operating condition; reporting accidents, incidents and near miss events to the BU Director and the HRM Corporate Safety Group, ensuring workplace hazard assessment processes/procedures are carried out and that documents are completed which can be used to track/identify and monitor unsafe conditions as per established procedures and by taking appropriate corrective measures as needed and required.
- Supervises and advises staff on actual and/or potential workplace hazards for the development, implementation and monitoring of safe work procedures and practices and that appropriate training is available and required.
- Promotes and encourage staff participation, involvement and cooperation with management and the Joint Occupational Health and Safety Committee (JOHSC) in the development of effective safe work procedures and practices resulting in a successful HRM Occupational Safety Program that is appropriate to HRM and any work activity that is unique to a specific Business Unit
- Develops staff through delegation, coaching, mentoring and training by arranging formal training, work assignments and other experiences.
- Provides ongoing leadership by using effective management techniques, implementing change management and performance management processes.
- Instructs and coaches employees to provide quality and professional service.
- Optimizes team performance through positive coaching and effective project and program accountabilities.
- Responsible for all Human Resources matters affecting staff within the section. Makes effective decision with respect to hiring, promoting, disciplining and dismissing staff in accordance with HRM Human Resources Polices and Procedures.
- Ensures employees are knowledgeable about HRM policies and procedures (i.e. Workplace Rights, Occupational Health & Safety, etc.) and ensures compliance.
- Conducts and reviews staff performance development plans and performance evaluations
- Provides leadership in the development of a positive work environment and promotes professional behaviour in relationships.
- Facilitates effective labour relations by interpreting and assuring compliance with the collective agreement(s), provides input into the negation process where required, and participates in the grievance process as necessary.
- Mediates conflicts between employees and between employees and clients.
- Recognizes employee success, performance, contributions, improvements, etc.
- May perform other related duties as assigned.
QUALIFICATIONS: Education & Experience:
- Undergraduate degree in Business Administration, Public Administration, Political Science or a related discipline.
- Minimum of five (5) years of management experience in a regulatory environment.
- Minimum of (3) years experience interpreting and applying legislation in an enforcement/ compliance work environment.
- Demonstrated experience in managing a budget, managing a unionized workforce, working with internal and external partners effectively.
Technical / Job Specific Knowledge and Abilities:
- Ability to make decisions relative to urgency, importance and public scrutiny.
- Ability to work as a team leader and/or team member in a diverse environment.
- Demonstrated organizational, supervisory and administrative abilities.

**SALARY:**NU9 Non union, $104,000 - $134,590. Salary will be commensurate with education and years of applicable experience.
