About the role

Adams Lake Indian Band is seeking a Land Code Coordinator to work under the direction of the Adams Lake Band’s Lands Manager. The individual’s main responsibilities will be effectively managing the processes and resources required to develop and vote on the Land Code, which replaces the land management provisions of the Indian Act.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Performs all duties and responsibilities in accordance with Adams Lake Indian Band policies and procedures

  • Establish a comprehensive Land Code development and ratification work plan;

  • Establish and support a Land Code Development Committee;

  • Provide the Land Code Development Committee with the information and resources required to enable them to fulfill their role and responsibilities;

  • Work with the Land Code development Committee to develop a draft Land Code;

  • Work with the Land Code development Committee to develop and implement a strategy to locate and inform all eligible voters;

  • Develop communication materials i.e. pamphlets, surveys, bulletins, FAQs;

  • Inform/engage eligible voters throughout the Land Code process;

  • Establish a Resource Centre to provide a central location for the information and materials to be shared with eligible voters and other stakeholders;

  • Provide eligible voters with information throughout the Land Code process utilizing a variety of communication methods i.e. mail outs, website, resource center, community meetings, door to door visits and workshops held both on and off reserve;

  • Support Chief and Council in working with Indigenous Services Canada to develop the Individual Agreement, which transfers jurisdiction over lands and resources back to the First Nation and will be voted on by eligible voters at the same time as the Land Code;

  • Communicate with interested parties i.e. eligible voters, Chief and Council, staff, Verifier, government and third parties, as required in a timely and professional manner;

  • Work with the appointed Verifier to ensure that all Land Code development process milestones are completed;

  • Attend appropriate workshops, seminars, and training sessions, as required;

  • Utilize appropriate project management techniques to meet deadlines, manage resources and meet reporting requirements;

  • Identify issues that may result in major delays to the process and communicate those issues to the appropriate stakeholders;

  • Utilize the best practices shared by other First Nations to develop and ratify their Land Codes;

  • Ensure that the ALIB’s CEO, is kept up to date throughout the developmental process;

  • Coordinate the Land Code and Individual Agreement ratification vote,

  • Support with lease renewals and transfers,

  • Support with Individual Land Holdings, such as land transfers and allotments,

  • Assist the Lands Coordinator and Lands Manager with other duties and tasks.

SPECIFIC LAND CODE COORDINATOR DUTIES

Land Code Development Committee:

  • Prepare relevant Committee materials
  • Ensure that an agenda is prepared and minutes are typed/transcribed and distributed to the committee, Council and pertinent staff
  • Ensure that the revisions made to the draft Land Code are completed and a copy of the updated version is distributed to the Land Code Development Committee
  • Ensure the draft documents i.e. Land Code & Community Ratification Process are reviewed by committee

Voters List:

  • Work with Nation staff/ISC to prepare an initial eligible voter’s list
  • Develop a strategy to locate eligible voters
  • Send out community notice to members on and off reserve requesting updated mailing addresses and contact information (through a website, via email or social media platforms)
  • Provide incentives for eligible voters to update their information
  • Update the list as new information becomes available

Communications:

The Land Code Coordinator will develop Communications materials such as bulletins, FAQs, one-pagers, calendar of events, power point presentations, arrange community meetings, and develop a plan to distribute the information.

QUALIFICATIONS, KNOWLEDGE, AND SKILLS

  • Business/Office Administration certification or diploma an asset;
  • Minimum Grade 12 graduate, or GED
  • Proficiency in Microsoft Word, Excel, Publisher, Outlook and PowerPoint;
  • Proficiency in report development and presentation;
  • Ability to facilitate meetings and workshops;
  • Project management skills;
  • Communications and consensus building skills;
  • Excellent Interpersonal skills;
  • Organization, critical thinking, and time management skills;
  • Research and analytical skills;
  • Ability to research resource materials for Chief, Council, staff and Land Code development committee
  • Meeting/Event facilitation skills are an asset;
  • Familiarity with the Indian Act and Rights applicable to the ALIB is an asset;
  • Valid Class 5 BC Driver’s License is an asset;
  • Must complete an RCMP Criminal Records Check (original); and,
  • Preference will be given to Adams Lake Indian Band members.

PHYSICAL DEMANDS

Those normally associated with a typical office environment, such as continuous visual concentration on the computer and/or laptop, and

Occasional travel for training and/or meetings.

WORKING CONDITIONS

Most of the work duties will be performed in a typical office environment.

EQUIPMENT AND SOFTWARE

Equipment: Photocopier, printer, scanner, and drone.

Software: Microsoft, Adobe Acrobat Pro, Google Earth Pro, Survey Searches, and Indian Land Registry System.

OTHER REQUIREMENTS

Own a reliable vehicle for transportation with valid business insurance, and

Current driver’s abstract report (copy).

BONA FIDE JOB REQUIREMENTS

Current Criminal Records Check with vulnerable sector clearance, with results acceptable to ALIB

TERMS OF EMPLOYMENT:

Full time permanent position

Wage range: $30.00 - $33.00 per hour based on education and experience.

Hours per week: 75 hours bi-weekly (max 37.5 hrs./week), with flexibility in hours/days of work.
