The City of Edmonton's Parks and Roads, Mobility Infrastructure Services section is seeking two Strategic Planning Analysts to join our team. One position will support Infrastructure Field Operations, including snow and ice control, sweep, and reactive sanitation programs, and the second will support the Specialized Infrastructure programs, including bridge maintenance, paving operations, auxiliary structures, and traffic field operations. In this role, you will be an independent contributor, providing vital support for business planning, process development, and continuous improvement projects. You'll work with various maintenance and operations programs to help with annual work planning, operating impacts of capital calculations, and maintaining 311 notification coding and scripts. Your analysis of historical financial and performance data will support the development of the program work plan strategy and budgets. What will you do?
- Lead the annual program work plan development and budgeting for your unit of programs, through analysis of historical plan vs actual (WBS, SKF, unit cost recipe, and cashflow), ensuring alignment with section strategies
- Attend monthly Financial Variance meetings and prepare proposed adjustments for the following planning cycle as needed
- Summarize vendor and contractor needs for each program based on the work plan and ML2 feedback
- Execute Operating Impacts of Capital (OIC) calculations for all programs, including potential lifecycle considerations and capital budget requests as they relate to equipment purchases and permanent labour force hires, coordinating with internal teams to ensure accuracy
- Manage and update 311 notification scripts and SAP Plant Maintenance (PM) codes to improve accuracy and efficiency
- Collaborate with various business partners to develop and implement integrated section plans and processes
- Identify and implement continuous improvement and business process projects from beginning to end
- Analyze complex data to identify areas for improvement and develop solutions to enhance workflow efficiency
- Develop guidelines and educational tools to communicate the Mobility Infrastructure Services strategy
- Prepare training documentation and presentations, deliver in-person and virtual training to Program Managers and in-scope support staff
- Support seasonal hiring for the unit, including tracking of 1:1 replacements
- Facilitate and support the annual development/review of asset maintenance plans by ML2 program managers. Incorporate the work plan and OIC knowledge
- Develop business cases by translating operational and financial requirements into written form
- Research best practices by reviewing applicable literature and leveraging knowledge and relationships with other municipal jurisdictions. Collaborate with Subject Matter Experts on industry best practice (municipal jurisdictional scans) to support/develop section-level business processes and interpretation of data analytics
- Other duties as required
Qualifications:
- University degree in science, engineering, business administration, statistics, mathematics, commerce,
political science or equivalent supporting education/training in organizational development, leadership,
process improvements, business analytics, strategic planning, change management; equivalent
education/training may be considered

A minimum of two (2) years directly related working experience in operational areas (internal or external to COE)

Knowledge and experience in business planning, the business planning cycle, and processes in an operational business area

Strong knowledge of Infrastructure Field Operations (snow and ice control, sweep, and reactive sanitation programs) to provide meaningful recommendations to decision makers; AND/OR
-
Strong knowledge of Specialized Infrastructure programs, including bridge maintenance, paving operations, auxiliary structures, and traffic field operations

Experience with SAP (preferably plant maintenance) and a good understanding of maintenance activities
Assets:
- Project Management Professional (PMP) certification, a directly related professional designation, or coursework/training in business performance, project management, financial management, or public administration

- Strong attention to detail and proven planning and organizational skills to manage business plans and perform reporting, including the ability to meet deadlines and work under pressure

- Strong analytical skills and ability to work with complex data and apply complex calculations
- Ability to analyze complex technical information and make timely recommendations using solution-based problem-solving, with a desire for continuous improvement
- Strong problem-solving skills to identify root causes of maintenance issues, develop innovative solutions, and implement corrective actions to improve operational efficiency and reliability
- Proven planning and organizational skills to manage service delivery
- Excellent customer service, organization, problem-solving, independent decision-making, and change management skills are required
- Ability to prioritize tasks and ensure all tasks are completed per the work plan
- Extensive knowledge of best practices/standard methods; practices, materials, tools, equipment, and other disciplines related to the operational area
- Extensive knowledge of OH&S legislation, Enviso, and WHMIS
- Deliverables to be on time, well documented, collaborative (peer support/review to validate assumptions), easy to interpret for the target audience (Technical vs non-technical, storytelling vs data-driven, etc.)
