MANAGER, BUDGETING & FORECASTING (FINANCE BUSINESS PARTNERING) - 4 POSITIONS

($96,964 - $114,075 Annually)

POSITION SUMMARY

Reporting to the assigned supervisor, the Manager, Budgeting & Forecasting is responsible for assessing results against budgets, estimates, and forecasts, analyzing variances, determining options, and recommending strategies to improve results. The position provides general advice and guidance to Commission managers on budget and forecast preparation and management, as well as related accounting and financial matters. The role has two core focuses: Budgeting & Forecasting and Finance Business Partnering.

Finance Business Partnering Focus
The Manager, Budgeting and Forecasting (Finance Business Partnering), is responsible for the delivery of branch or program-specific services under the financing business partnering model. He/she/they brings business area-specific subject matter expertise, combined with financial expertise, to be a trusted financial partner with business areas. The position works closely with Vice Presidents (VPs), Associate Vice Presidents (AVPs), Directors, program owners, and budget managers to develop financial plans, assess performance, identify risks and opportunities, and support evidence‑based decision-making aligned with organizational priorities within funding constraints. The role seeks to improve financial stewardship, thereby increasing achievement in obtaining value for money. The position is responsible for providing financial analysis, scenario modelling, and operational insights that strengthen forecast accuracy, enhance financial literacy, and accountability. The position ensures consistent application of financial planning standards, supports capability-building within the branch, and advances organizational financial accountability. The role works collaboratively with the Manager, Financial Data & Systems, other partnering managers, and core finance to improve forecasting discipline, strengthen financial stewardship, and enhance financial processes and tools across BC Housing.

CANDIDATE PROFILE

The successful candidate will have the following:

EDUCATION & EXPERIENCE:

  • Bachelor's degree in Commerce, Business Administration, Finance, Public Administration, Economics, or a related field.
  • Extensive experience in financial planning, forecasting, budgeting, financial stewardship, or financial analysis in public‑sector or not‑for‑profit environments.
  • Considerable experience leading financial analysts or teams responsible for forecasting, analysis, or decision support.
  • Considerable experience partnering with operational leaders on financial matters and supporting decision-making in complex environments.
  • Considerable experience in capital planning, capital budgeting, infrastructure or development finance, or multi‑year asset planning.
  • Considerable experience with social housing operations, non‑profit provider oversight, property management finance, or rent subsidy.
  • Considerable experience supporting corporate service functions, overhead budgeting, internal cost allocations, or organizational shared services is preferred.
  • Or an equivalent combination of education, training, and experience acceptable to the Employer.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Extensive knowledge of budgeting, forecasting, financial stewardship, and financial planning practices within government or non-profit environments.
  • Considerable knowledge of financial, accounting, and reporting systems, processes, and controls.
  • Ability to supervise, coach, and develop staff in a manner that promotes accountability, analytical rigour, service excellence, and continuous improvement.
  • Ability to work collaboratively across Finance, Information Management & Technology (IMT) Branch, and program areas to support system improvements, enhance data quality, and reinforce financial stewardship expectations.
  • Excellent communication, facilitation, and relationship‑management skills, with the ability to convey complex financial information clearly to operational and executive audiences.
  • Excellent communication and interpersonal skills with the ability to manage relationships and exercise tact, diplomacy, and good judgement when dealing with a broad range of audiences.
  • Excellent initiative and follow-through skills, including the ability to work under the direction of, or lead several people, organize and prioritize work, and meet deadlines in shifting environments.
  • Strong report writing and presentation skills, and well-developed problem-solving and conceptual thinking skills.
  • Proficiency in Microsoft Office Suite applications, including Excel, Outlook, Word, PowerPoint, and Access.
  • Ability to interpret financial and operational implications, identify risks and opportunities, and recommend practical solutions.
  • Ability to build trusted partnerships with leadership at all levels and guide financial decision-making in a complex operational environment.
  • Strong analytical and conceptual skills, with the ability to prepare high‑quality financial insights, variance analysis, and scenario modelling.'
