About the role

Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

POSITION MISSION Under the supervision of the Supervisor, Applications Development, to deliver effective information technology applications in support of the corporation’s business activities.

POSITION MANDATE This Position Is Responsible For

  • Overseeing, in close coordination with client offices, the development or procurement of responsive information systems.
  • Assists in managing projects to plan, design, acquire or develop, and implement software to meet user and corporate needs.
  • Providing responsive support for applications throughout their active life.

POSITION ROLES

  • Acts as project leader for corporate application development projects, as assigned; coordinates the activities of project teams including assignment of work, and ensuring work quality and performance of team members.
  • Analyses business processes and assists users in the formulation and definition of functional specifications, involving multiple offices if required.
  • Prepares technical specifications, including data models that are consistent with existing data architecture. Develops and oversees the development of required computer applications with complete system documentation to corporate standards.
  • Performs project management for the acquisition of externally developed systems and packages, develops specifications and input to contract documents, evaluates proposals, negotiates contracts, and monitors progress.
  • Coordinates data population, installation, training, technical and acceptance testing and post-implementation refinements for all assigned systems.
  • Applies effective quality control and security measures to all applications; ensures applications are maintainable.
  • Provides maintenance and enhancements in response to changing requirements for assigned applications to ensure their continuing value to users.
  • Contributes to assessment of development tools and approaches, development standards procedures and policies, data architecture and application-driven infrastructure requirements.

KNOWLEDGE GAINED BY FORMAL EDUCATION AND PREVIOUS TRAINING (Consider only what level and type of education is required to do the job today as well as any accreditation and/or certification required for the job) Knowledge of computer science field with particular emphasis on computer software design normally attained through completion of a three-year community college program or equivalent combination of education and related experience.

KNOWLEDGE GAINED BY EXPERIENCE (Consider the experience actually required to perform the job. Also consider continuing education requirements such as refresher courses, seminars, etc.) Minimum 5 years related work experience providing a solid background in the analysis, design and development of corporate systems. Must have excellent knowledge of the principles, practices, and standards of the Systems Development Life Cycle. Demonstrated experience in the implementation of substantial custom and packaged systems from definition of functional requirements through post implementation review and support applying well-developed skills in business process analysis, data modelling, application architecture and design, project management and quality control. Must have good knowledge of Windows and Unix operating systems. Oracle and SQL Server relational databases, PL/SQL, Visual Basic development toolsets, Crystal Reports, Oracle Forms and Reports, ODBC and other connectivity software, and be conversant with communications technologies. Must have strong technical skills in Azure Management, .net, SQL, docker/container development skills. Excellent interpersonal skills as well as written and oral communication skills are essential.

JUDGEMENTS MADE (Identify guidelines used such as legislation, government policies, corporate policies and procedures, precedents, professional or technical practices, etc.) Reference and guidance are provided by corporate systems methodology and standards, relevant legislation and corporate policies and procedures.

Judgement is exercised in selecting the appropriate approach to a particular assignment; in liaising with the client office throughout the implementation process; in the analysis, design and implementation of the project; in interacting with potential and approved suppliers; in resolving complex problems of a specialized nature where procedures and policies and precedents are not necessarily established; in application of consistent programming and documentation standards.

CONTRIBUTION TO POLICY (Describe input to policy making process and/or long term corporate/department planning, how it occurs, and at what level) Contributes to policies and procedures related to the provision and use of business systems and identifies business policy issues.

PROGRAM/DECISION IMPACT AND SCOPE (Identify those individuals/organizations directly affected by programs/decisions, the consequences of errors in judgement and the level and frequency of access to confidential material) Failures in corporate systems design or implementation could jeopardize corporate information with potential legal, audit and archival consequences, and could result in faulty business process or logic, resulting in improper payments to vendors and/or employees, poor financial control, inaccurate management reports etc. Errors with respect to architecture and implementation could result in system compatibility difficulties, poor system performance and network impacts. Poor handling of system procurement could result in implementation delays and unnecessary expenditures. Problems with any of the above would result in significant unnecessary expenditures and wastage of internal resources.

Confidentiality Regular access to confidential data and sensitive business information (proposed contract terms, etc.) during development and maintenance of Corporate systems.

INTERNAL/EXTERNAL CONTACTS (Consider the level, frequency and impact of the incumbent’s contacts) Internal Regularly with all levels of staff to provide and obtain information.

External Frequently with consultants, suppliers, and other transit agencies for information exchange.

WORKING CONDITIONS AND LEVEL OF EFFORT (Consider the job environment, degree of physical stress, and the intensity of mental concentration required) Normal office environment. Position may involve prolonged periods of working at a computer terminal.
